Library Staff, called today to report the progress on the Agency request for access to the Library of Congress Scorpio data system. 2. She said she had received word that the Federal Library Committee which is considering applications for access to Scorpio had received proposed contracts from their legal staff. CIA is at the top of the list for consideration. A meeting with prospective users will be held Tuesday, 31 January 1978, at 1000 hours. Our Library Staff will represent the Agency, will review, approve and sign the contract. Ann estimates that the Library Committee will issue its final decision on our request by the end of February. 3. In the meantime, we will recontact the ADP people to request that a terminal be installed in the Legislation Staff area. We have been told that two user identification codes will be issued to CIA, one for the Library and one for the Legislative Counsel. There will be a charge of $9.00 per terminal hour, a fee considered to be moderate. We will be limited to 20 terminal hours per month. This breaks down to about one hour per working day and should be more than enough for our use. The Library of Congress will provide a training session on the use of the system. 4. The data programs which will be available to us will include the bibliographic and referral files of interest to the Library and the Legislation file of interest to OLC. At least initially the Congressional Record file and the Issues file will be available to the Congress only, since they are considered proprietary files.
