of the Senate Select Committee on Intelligence, on introduction of the
intelligence charter legislation. OLC,

LEGISLATION Met with Ron Gainer and
/Rodger Pauley, at the Department of Justice, to discuss the Agency's
concerns with the defenses provision in S. 1437, the omnibus revision to
the Federal criminal code. OGC,

48. LEGISLATION Called Bob. Carlstrom, OMB,
to ask if the Administration had formulated a position on H. R. 10400.
Mr. Carlstrom stated that there is no Administration position at this
time. He also indicated that the hearings scheduled for 16 February 1978
at which Attorney General Bell is slated for testimony have now been
postponed until 28 February. Mr. Carlstrom informed me that the
staff attorney in the Department of Justice handling H. R. 10400 is Dave
Barrett.

forwarded to Elliot Maxwell, of the Senate Select Committee on Intelligence
staff, the eighth release of the BLUEBIRD/ARTICHOKE documents. This
consisted of 455 pages and is unclassified,
10. LIAISON/FOIA In response to a letter
forwarded by Senator S. I. Hayakawa's (R., Calif.) San Francisco office, I
called and spoke with Miss Bonnie Hunter, of the Senator's staff, to solicit
more information about the individual on whom CIA is requested to search its
files. Reverend Michael M. Kan is seeking information from OSS files on
locating a whom he knew in China back in 1944-1945. I
explained to Miss Hunter the. difficulties we might have in searching our
files without a given first name; the variants of the name; and that the ST AT
OSS files in our custody would not necessarily have information on the current
whereabouts of any individual. Miss Hunter understood the difficulties and
said she would try to seek additional information from Reverend Kan,
especially at my request, whether Reverend Kan had written to the Department
of the Army, did he receive any leads from the Federal Communications
Commissio was an'official Armed Forces disc jockey); and
who it was who suggested CIA would have I file, to give us son- TAT
leads for our search. Miss Hunter will be back in touch with me after contacting
Reverend Kan.

15. LIAISON Called Mike Epstein, Senate Select
;Committee on.Intelligence staff, concerning the request of Mr. John Gavin,
Department of Justice General Counsel's Office, tol 25X1
Deputy General Counsel of the Agency, requesting access to the c apter
,!' Budgetary Oversight;' , which was omitted by the Church Committee in. Book I
of its report for security reasons. A copy of the report in OLC files
was reviewed by Comptroller, and he saw no objections to
providing it. According to Gavin is preparing e low-level
study on the funding of proprietaries and wanted to review information on that
subject in the report. Epstein did not see any problem in granting access
but requested that Mr. Gavin make his request directly to the Senate
Select Committee on Intelligence. as so advised and will .u11ornx 25X1
Gavin accordingly.. (earlier had given :an..i iidication that Gavin had
discussed::this,r.equestwath, Bill Miller, Staff Director, Senate Select Committee
on Intelligence, and needed Agency clearances,
Talked later in the day with Epstein on another matter. I formed
him that the letter from to Bill Miller, Staff Director, Senate
Select Committee on Intelligence, was finalized and would be delivered
tomorrow morning by special courier.
16. LIAISON Called Professor G. Robert
Blakey, Chief Counsel and Director, House Select Committee on Assassinations,
and expressed concern that it should be made clear that the infor-
mation derived by the Select Committee from the review of the Church
Committee transcripts will be covered by the Memorandum of Understanding
between the Select Committee and CIA. Blakey felt certain that this
information would be covered in the disclosure section of the Memorandum
of Understanding and will prepare a letter to the Agency concerning this
point, He did not belie`ve_ that a formal addendum to the present .
Memorandum of Understanding was necessary. I said we would agree with
that when we see his letter.
