ALTO. CALIFORNIA (415) 326-73e3 (4DE) 275-7462 Thanks for you letter regarding capital formation. I am still working on it. Considering Senator Hansen introduced a companion bill with 61 co-sponsors, we may have some -activity in Congress very shortly. Voice of America tells me they are aware of disruptions in VOA broadcasts in Africa, particularly in East Africa and the Sub-Sahara. However, VOA officials believe that it is probably due to congestion of the airwaves and natural interference. From their perspective, there would be no violation of the Hel,inki Agreement. Still, I am asking a friend who works for the CIA to brief me and will find out what he knows. Paul N. McCloskey, Jr. Approved For Release 2004/10/28 : CIA-RDP81 M00980R001200140058-1
