In your letter vole a11ete that certain (1riics were user1 on von without your permission. The recently discovered files of Project MKULTRA do contain evidence that research involving human testing was conducted in the fields of behavior control using techniques such as hypnosis, drugs, etc. Our records indicate though that such testing on unwitting subjects ceased in 1964. Therefore, we have no evidence whatsoever that you were involved in the MKULTRA Program. As-regards your other concern - your lost tapes and films -- we have questions and he has provided information relating to his dealings with you in this situation. We have determined that any arrangements between you and him about your tapes and films were personal in nature and had no bearing on his official duties at the time. Accordingly, the Agency will take no action in regard to your claim against Mr. Henry since this personal matter is not within the responsibility of this Agency.
