Staff Director, Senate Select Committee on Intelligence, on 4 January 1978 1. U Met with Bill Miller, Staff Director, Senate Select Committee on Intelligence, and covered several subjects. a. I told Miller of my discussions with Audrey Hatry, SSCI staff, regarding the release of an unclassified Agency study on Soviet civil defense . Miller thought it would be a good idea for us to release this through Senator John Culver's (D., Iowa) Subcommittee on General Legislation, Senate Armed Services Committee, which is the way we hoped to handle it. b. I asked Miller about the scope of the SSCI investigation into the leak of the SSCI oil study in the New York Times. Specifically I asked whether this would include all Congressional staff members to whom the SSCI showed the study, in addition to SSCI members and staff, and Miller said it would. Miller also said we would receive a letter from the Chairman after the inquiry is finished. c. I told Miller the Director would be out of town from 31 January to 7 February and therefore would not be able to appear at the tentatively scheduled hearings of the Subcommittee on Secrecy and Disclosure on the use of classified information in court. Miller said he believed those hearings would slip for a month anyway. I asked Miller about his meetings with Mr. Robert Bowie, D/NFAC, mentioned in Chairman Inouye's letter of 21 December and he indicated that they simply discussed Bowie's view that not enough consideration was given to Agency views in opposition to SSCI conclusions. d. I raised with Miller the statement Senator Birch Bayh (D. , Ind.) had made in Morocco that all Senators had access to all Committee information. Miller said this was not exactly so as Senator Inouye.has normally personally briefed other members when they have asked for information which the SSCI maintains. Miller did state that the Committee's budget report was available to all members but only one or two reviewed it. Miller said the Committee has not yet received formal notice of the Carlucci nomination and wants it as soon as possible. Miller said the Committee would also want a summary of the FBI background investigation. f. Miller said Chairman Inouye was making a private trip to India, Hong Kong and Korea, departing about 15 January. Miller said he would check with Inouye to see if he wanted any Agency briefings. I emphasized we would welcome any opportunity to"brief the Chairman. Miller also said Inouye would be taking a trip in the spring to the Middle East as Chairman of the Subcommittee on Foreign Operations, Senate Appropriations:. Committee. Miller said Inouye would visit all major capitols in the region and he would accompany the Chairman. g. I raised with Miller the subject of the Committee's inquiry on foreign intelligence activities in the U.S. I reminded Miller that the Director had hoped to transmit this answer orally and had in fact discussed it with Chairman Inouye .
