1. Can 20 April 1.978, I spoke with I]ave Barrett with reg;.r:l to
Attorney General Bell's ?.0 April testimony before the Senate ,Tucii::iar?r
Committee on the need for an FBI charter. (Williarn V~claste~-, Dii-ect~~~~
of the FEI, and Jarrxes Adams, Associate Dix?ector of the F'BI, also
testified.) Specifically, I asked Mr. Barrett i.f. the question of over]al?
with. regard to Title V o:E S. 2525 (intelligence charter legislic of cha ?: I , ~ r.;
for the Intelligence Comrnunii:y, including the intelligence conzponc nts of the
FBI, and the topic of charters for the nan--intelligence functions of the ~~ l,J.
IVIr. Barrett said that the only reference t;o the Bureau's intcllig;er~ce
activities was a question to Mr. Webster about the Bureau`s count:r?-
