The Committee met, pursuant to notice, at 10:21 o'clock
a.m., in Room 5110, Dirksen Senate Office Building, the
Honorable Birch.Bayh (Chairman of the Committee) presiding.
Present: Senators Bayh (presiding) and Garn.
Also Present: William G. Miller, Staff Director; David
Bushong, Minority Counsel; Audrey Hatry, Clerk of the
Committee; and Pat Norton, Sam Bouchard, Spencer Davis,
