Approved For Release 2004/07/29: CIA-RDP81 M00980R00060032^0~ OLC-78-2698 18 July 1978 SUBJECT: 18 July 1978 Briefing on Soviet/Cuban Involvement in Angola STAT 1. L Congressman Richard T. Schulze (R. , Pa.) was given an unclassz ie briefing followed by a classified briefing on the current extent of Soviet/Cuban involvement in Angola. The briefing was con- STAT ducted by I with the assistance of Congressional Relations staff and the undersigned. In addition to Mr. Schulze in attendance were his legislative assistant Mr. Steven Parker and a secretary. Both staffers left the room during the classified portion of the briefing. STAT STAT STAT 2. "The Congressman said that he hopes to make a floor statement illustrating that the Soviets have, by establishing bases in Angola, gained a strong foothold on the West coast of Africa and that by virtuo,_-;of this will control the shipping routes in that geographic area. The Congressman had hoped that we would have been able to provide him with unclassified information pointing towards the proof of this contention. We were not able to do so. 3. I suggested that,- were he to prepare a --list, of questions., we might beer be able to respond to his needs, although the great majority of our information was, by definition, classified and therefore useless to him in this regard.-----" 4. 0 After the meeting I told Mr. Parker that we would be happy to respond to his several questions and hastened to add that he ought to also talk with the Departments of State and Defense, the latter because most of the information sought by Mr. Schulze is military in nature. I added that, as Mr. Schulze is from Pennsylvania, he might, want to speak with someone from Gulf Oil as it is well known that they operate in Angola and presumably could supply him with some information.
