him that the COMIREX publication "Problem Oriented Set
Descriptions" which he had requested were not yet complete
as earlier anticipated and were now expected in late December
or early January. I assured Ralston we would send him a copy
as soon as they were complete.
12. LIAISON. Received a call from
Stan Taylor, Senate Select Committee on Intelligence staff,
who informed me that Senator Jake Garn (R., Utah) had decided
not to go to Japan in January on Intelligence Committee business
but rather to travel to the Soviet Union in that time frame
to discuss SALT.

offered to brief the Senator regarding MIG-23s in Cuba. Bob
Beckel, Congressional Liaison for the White House, had called
me indicating that Senator Baker wanted a briefing and asked
me to get in touch with Montgomery. Montgomery indicated the
Senator would be out of town for another week but asked that
we brief Howard Liebengood, another of Senat9 Baker's aides,
tomorrow. Arrangements were made to do the byiefing at 2:30 p.m.

on Intelligence staff members Stan Taylor, Keith Raffel,
Abram Shulsky, Tom Crowley, Catherine Essoyan, Angelo
Codevilla and Spencer Davis regarding Executive Branch
organization and activities to deal with international
terrorism. Taylor explained that this was one of a series
of wrap-up meetings with Executive agencies in connection
with the Committee's study which is nearing completion. A
discussion followed an outline the Committee had previously
sent us. The discussion ended with insufficient time to
discuss possible legislative proposals in the charter or
other vehicle. Shulsky indicated he might come to Headquarters
for further discussions. on this point.
6. JLIAISON Met with Stan Taylor,
Senate Select Committee on 1ligence staff, and discussed
possible itinerary as well as administrative arrangements
for Trip in January with Senator Jake Garn (R.,
Utah).

Senate Select Committee on Intelligence staff, who asked
three questions about the memorandum provided him last week
on the case. Levine made clear t this
memorandum was not e one originally mentioned by 25X1

9. (Unclassified - DFM) LIAISON Met with Lot Cooke,
Senate Select Committee on Intelligence staff, who asked
me for a copy of a computer listing of Select Committee staff
members who hold compartmented clearances. Cooke also
indicated the Committee hopes to get new employees Hershey
Lilly and Dennis Sharon briefed as soon as possible.

International Relations Committee Minority staff, called to
postpone, indefinitely, a current intelligence briefing for
Representative William Goodling (R., Pa.) on Iran, Yemen,
and Afghanistan. Mr. Smeeton explained that Representative
Goodling had been unable to return from Pennsylvania because
of the snow condition.

4. LIAISON In response to his call
of 16 November, calle Duane Barnes, Congressional Research
Service, Library of Congress, and gave him some unclassified
information on foreign countries' military foreign language
program. I told him that there is some other information on

information. He asked me to pass this information on to
Ned McMahon, of his office, who took over the handling of this
request. Mr. McMahon later called and I gave him the above
information.
Later in the day, I received a call from Matthew Cossolotto,
in the office of Representative Leon E. Panetta (D.) Calif.).
Mr. Panetta is the Congressman interested in the above information
in connection with a report he is doing for the President's
Commission on Foreign Language and International Studies. After
checking with NFAC/CSS, I told Cossolotto that we are pulling 25X1
together some information and would got back to him on how to best
provide it to Mr. Panetta.

11. 1 I. LIAISON Bill Miller, Staff
Director, senate 5 ieC-E UU71111MCC on Intelligence, met with
the EUR Division Chiefs of Station Conference for approximately
an hour, explaining Congressional oversight and the charter
legislation. Afterward, Miller met with Fred Hitz, Legislative
Counsel, and myself and asked that a full record of the
Kampiles incident be compiled and forwarded to the Committee.
He als cautioned us to look very closely at all aspects
of thel ase as the Committee's investigation had
turned up a number of. unusual incidents. Finally, Miller
advised that Senator Gary Hart (D., Colo.) would probably
assume the Chairmanship of the Subcommittee on Budget
Authorization.

William Broomfield (R., Mich.), who 'requested that their
