Director, Senate Select Committee on Intelligence, and informed him that the Agency would be contacting recipients of funds under the program beginning 9 October to inform them that the Agency a been making the payments to them all along and would continue to do so. I reminded Miller that we had first briefed him on this about a year ago but that the program was just now going into effect. I informed Miller that the Agency had no unique insight into the recent deaths of Bulgarian defectors in Europe but that we were attempting to learn what we could about this. Regarding the Committee's follow-up questions on the Kmpiles case (Chairman Birch Bayh's (D., Ind.) letter of 19 September), I informed Miller we would not be able to respond in writing until after the Kampiles trial but would be glad to meet with the staff to discuss orally any of the questions to which the Committee needed prompt answers Miller agreed to this. Miller also reported that Senator Malcolm Wallop (R., Wyo.) was still exercised over the Epstein book Legend and the Committee needs a highly detailed discussion of The charges made in the book. 25%1 12.. LIAISON Met with Ken deGraffenreid, Senate Sc cc Commit on elligence staff, and set 6 October at 3:30 p.m. for his meeting with OGC,_regarding 25X1 the Patent Secrecy Act.
