MEMORANDUM FOR THE RECORD
SUBJECT HSCA Subpoena Issue and Public Hearings
1. This memorandum treats two subjects. The
first has to do with a subpoena issue. An exchange
with Mr. Blakey on the matter led to a meeting at
which he also discussed the public hearings.
2. I spoke with Mr. Blakey yesterday to say that
a letter to Chairman Stokes was being prepared on the
question of thel
file. Ile asked what the c ter said. I replied
that could not give the details in advance, but that
it indicated that we thought the matter could still be
worked out. He asked if that meant the papers in
question would not be available before his departure
tomorrow to which I replied in the affirmative. He
then asked if he could. still see those sections of
the history that had been offered him the day before,

total period of about a year-an -a -half; it was the
most that he could review in the few hours before
Mr. Blakey came out. Mr. Blakey arrived at about
1800 hours with his translator, Ed Lopez. Lopez
reviewed material and Blakey reviewed the
history. I Isat with Mr. Blakey for the pur-
pose of answering questions, but none were asked.

discussion with Mr. Blakey prior to his reviewing the
history. Ile outlined for the first time how the HSCA`s
Kennedy hearings arc planned, insofar as they involve
CIA. Direct involvement by CIA is envisioned as
occurring on two separate days, with an additional day
involving CIA "indirectly", as described by Mr. Blakey.
5. The outline of and the problems raised by
the plan for these three separate days are detailed
in the attachments. They are summarized briefly here:
6. Each of the separate sections of the hearings,
outlined to us by Blakey, will present the Agency with
different problems. They afford the Agency an opportu-
nity to work with the Committee for the first time, in
this instance to help avoid exposure of intelligence
sources and methods.
7. Each of the three day's testimony requires
advance planning by the Agency. Copies of this

memorandum are going to the various affected parties.
Most of the subject matter will be of direct interest
to the Directorate of operations, primarily CI Staff,
SE Division and LA Division. In the Directorate of
Science & Technology, the Office of Technical Services
will have an interest. A working group should be
established, with representation from those four
offices and. from the Policy Coordination Staff, chaired
by the undersigned..
8. It goes without saying that the Agency will
have reservations on some of the proposals, and they
should be addressed at an early date. It is my
impression that counter proposals and. suggestions will.
be welcome.
9. It is requested that representatives of the
above organizations meet with me at 1500 hours on
Friday, 25 August in the OLC conference room in
6D0120.
