Dear Senator Gravel:
Thank you for your letter of 27 March 1978 on behalf of your
constituent
In regard to your specific query as to whether may have STAT
been an unwitting target of drug experimentation by the CIA, the recently
discovered files on Project MKULTRA do contain evidence that research
involving human testing was conducted in the fields of behavior control
using techniques involving hypnosis, drugs, etc. However, our records
indicate such testing on unwitting subjects ceased in 1964. Unfortunately',
Project 1MKULTRA files do not contain the names of persons who may have
been used as subjects and we have no way of determining whether or not
Ms . Gale was involved.
In regard to first question for any records which indicate
that the University of Montana at Missoula was involved with CIl-3 irug
experimentation programs and her second question concerning CIA's possible
use of the Victorian Hotel in San Francisco during the last eight years
as a safehouse, it is Agency policy that we do not comment affirmatively
or negatively on such inquiries since it involves intelligence sources and
methods which the Director is responsible by statute to protect. This
in no way is intended to imply that the University of Montana at Missoula STAT
or the Victorian Hotel were ever used f h
