The overall OSA authorized personnel strength for Fiscal Year 1965 is currently restricted to that which was in effect as of 30 June 1964, namely =positions. 2. Although it will be necessary to submit the OSA budget reflecting an imposed personnel level, it is intended to go on record by forwarding a separate statement reflecting our actual needs. quently, it is requested that you have the appropriate OSA :ponente submit a report to l= B/SD/OSA, on or before 1Z August 1964, reflecting minimum personnel requirements for Fiscal Years 1965 and 1966 (components are to be apprized of their current official A ency' Staffing Complement - positions by organization, titles and numbers thereof). Each report should itemize by fiscal year, by organizational sub-units, the various position titles and numbers thereof. Any increases or decreases (FY 1965 over F"? 1964 and `Y 1966 over FY 1965) must be fully explained and justified. 3. The Support Division, in conjunction with the Programs Staff, will review the proposed staffing patterns and prepare comments, recommendations, etc., relative thereto for presentation to the AD/OSA.
