1. In response to your request we have reviewed the reference

oranduoa, and with the exception of three or four "nit-picks

R ould appear obvious that CIA, and especially DD/S&T, should directly
involve itself in review of the proposed action.
The "nit-picks?' would be something as follows:
a. In paragraph 6. a.. such implementation suggests we do
not need the aggressive function of PMSAC.
b. In paragraph 6. b. it does not appear to us that DIA and NSA
ther the appreciation for the complexity or the manpower to
age in a review of airborne collection operations and related
g
cover and deception activity. Moreover, a review by DIA, assisted
by JRC, could only further confuse the working relations within
the NRO frame of reference.
3. In short, there appears to be a noteworthy lack of involvement
of CIA in this effort, and the long-range implications are significant
should anyone attempt to use the paper as a guide. Unless we assume
that the programs outlined are solely directed toward FLINT and COMINT
collection, and the collection mechanisms are outside of programs within
O, this paper must be construed as completely inconsistent with our
long-term CIA intelligence objectives..
