Selector 1 AF-1 Development of card transport mechanism is complete. 350,000 cards have
Mech. been passed from one magazine to another without failure at the rate of
20 cards per second. The plunger actuating mechanism is being redesigned
to withstand higher impact loading. A horizontal vacuum sealing window
has been included at the reading station so that the scanner light
traverses the window only once. Bit amplifiers have been received from
Magnavox and are undergoing tests. Wiring will be complete April 10.
2 Some mechanical work being done when Shop time is available. Bit
amplifiers are being tested.

ransmiss on can be increased from 73 percent to 87 percent. Tests are
continuing. A program is in progress to arrive at a standard of
sensitivity and a time constant for cell arrays used in the Minicard
code readers.

except evipzent items, will be made at Rome Air Development Center, Rome, New York.
The Contracting Officer shall have the right to require such preliminary inepection
or inspections at the plant or plants of the Contractor as he shall deem necessary.

the equipment. Reproducible copies shall be

. SCOPE
1.1 Type - This exhibit covers the system described in preliminary reports pre-
pared by Eastman Kodak Company dated May 1953 Revised March 1954 and November 1953,
ratified 11The Mini-Card System".
1.2 Phases - The pro7ram covered by ihis ext:Ibit is set up in three phases, as
follows:
Phase I
Phase II
Phase III
- System Study Phase
- Equipment Development
- Installation and Follow-up
Under Phase I, a thorough study will be undertaken of the Intelligence Library,
Collection Division, Directorate of Intelligence, Hq USAF, and the Central Film Library,
Aeronautical Chart and Information Center. This study shall determine initially the
types and functional specifications of each of the individual units of equipment and
the, system design required in the development of an adequate Data Handling System. The
study shall continue throughout Phase II and shall include the handling of other re-
comaissance information in order to retain sufficient flexibility in the equipment and
sybtem to provide for future expansion.
Phase II shall be accomplishsd concurrent with Phase I and shall include the develop-
meLt of individual units of Mini-Card equipment required to handle the type of data
processed by the Intelligence Library, Collection Division, Directorate of Intelligence,
Hq USAF.
2. APPLICABLE SPECIFICATIM, STANDARDS, DRAWINGS AND PUBLICATIONS
?Equipment delivered under this contract shall be fabricated in accordance

3.1 General Requieements. - The design and fabrication of equipment to form an
integrated Information and Intelligence Data Handling System, The system will be
capable of handling the types ;of data now processed by the Intelligence Library, Col-
lection Division, Directorate of Intelligence, Hq USAF.
A mechanized vet= is required that will rapidly and efficiently rerform the
following functions in the handling of such eat (1) classify, (2) index, (3) code,
(4) file, (5) store, (6) search, (7) correlatc, (8) retrieve, (9) view, (10) reproduce,
(11) disseminate. This shall result in appreciable reduction in the time, personnel,
and manpower requirements over the present methods belag employed.
3.2 System Study Phaee: Phase 1.
3.2.1 The contractor shall undertake a thorough study of the Intelligence Library
ane the Central Film Library and design a Mini-Card System which will handle the types
of data processed by these agencies. This study shall be continuous throughout the
teem of the contract and chall include the handling of other reconnaissance information
in order to retain sufficient flexibility in the equipment and system to provide for
future expansion. Experimental work not directly related to the design of specific
cor,nonents but more concerned with the eventual integration of 05her kinds of intelli-
geece information into the system shall not be undertaken ue;thout the prior approval of
the Contracting Officer.
3.2,2 Results of Studz
3.2.2.1 At the end of the six months after initiation of the ceetract? the con-
trnetor shall furnish a report which will provide the system design and the functional
en,cifications for the component equipment to be delivered under Item 3.4.
3.2.2.2 Three months prior to installation of engineering model of equipment as
stecified under Itere3.4? a comprehensive report on the feasibility of the ini-Card
eyetem as an ultimate information and intelligence data system shall be delivered and
provide as a minimum the following information:
a. Estimated cost of operation of the Mini-Card system to handle the
intelligence data of the Intelligence Library, Collection Division, Direcl:orate
of Intelligence, USAF, and the Central Film Library, ACIC? for a period of
f.') year.
b. Operating personnel requirements to handle the operation of engineering
model delivered under Item 3.4
c. Training requirements for operating personnel.
d. Maximun card processing speed when color film is used.
e. Capability of system for the reproduction of charts, may,3, and
photographs in color.
f. Adapatability to field use and air treutvoilapita._

3.3 Equipment Phase: Phase 2.
3.3.1 Undertake the development of an engineering model of each piece of Mini-
Card equipment which the study indicates will be required for the documentary ystem.
The following list of equipment is based on the tentative system described in the pre-
liminary report of the Eastman Kodak Company report entitled "The Mini-Card System'
dated November 1953. This list of specific items shall be revised as required as the
system design advances. A brief description of the individual items is as follows:
a. Flexawriter - to prepare paper tapes for controlling the camera and
enlarger.
b. Minicard Camera - to record code and image information*
c. Film Processor - to process minicard film.
d. Minicard Duplicator - to make duplicate minicards.
e. Minicard Block Sorter - to sort by category direct/7 into a file.
f. Minicard Automatic Sorter - for complete sorting.
g. Minicard Selector - to search for specific code combinations.
h. Minicard Enlarger - to make enlarged paper prints from minicard images.
1. Minicard Viewer - to provide a vlaual means of inspecting minicards.
3.4 Installation and Follow-Up of an Engineering Model of an Information and Intel,
?'-ence Data Handling System. A working engineering model of each piece of Mini-Card
e.viipment will be integrated into an Information and Intelligence Data-Hndling System
and inetalled in the Collection Division of the Directorate of Intelligence, Hq USAF,
so that a complete pilot operation can be tested.
4. TEST PROCEDURES
4,1 Tests and Inspection. - Tests and inspection shall be performed on the Informa-
tion an Intel] eence Data Handling System by the contractor to determine and demonstrate
eompliance of the system with the overall requirements of this exhibit prior to accept-
ance.
4.1.1 Prior Tests by Contractor.- No equipment shall be submitted to the Govern-
ment for acceptance unless it has been satisfactorily tested by the contractor in accord-
ance with the requirements of this exhibit. At the option of the Contracting Officer,
Governmnet personnel may witness such tests.
4.1.2 Upon completion of the test at the contraetor's plant, as specified in para-
graph 4.1.1, a test of the engineering model will be made at the Collection Division
of the Directorate of Intelligence, Hq USAF, Washington, D. C. This test will be under
the direction of the Air Force with the assistance of contractor personnel.

4.2 Test Procedures. - Test procedures and methods for testing and inspecting
the equipment shall be prepared by the contractor and submitted to the Contracting
Officer for approval at least thirty (30) days prior to the anticipated date of inspec-
tion or tests. The test program prepared by the contractor shall demonstrate that the
performances operation, material, and worionanship of the equipment is in compliance
with the requirements of this exhibit. i.e. The types of information now handled by
the Intelligence Library, Collection Division, Hq. USAF, volilt be processed into the
rani-Card System and studied in parallel with the existing operation.
