for 4 weeks

III. Intelligence suggests bulk of participants still want a treaty
although some growing impatient with negotiating pace & cost - from
COMINT & other no indication of any country thinking of walking out

coastal state expanded jurisdiction claims that threaten freedom
of navigation, especially narrow Straits
