2. The first two items - carry overs from last week - are
ready to go as they are. The four remaining items are all
being revised by their respective authors this morning -
hopefully in time for the pre-brief at 2 PM. If the revision
work "answers the mail", the only two subjects which should
require analyst/author attendance at the pre-brief are the
Middle East Arms Balance and the CTB items.
3. Therefore, unless otherwise directed, I shall invite
the following persons to attend the pre-brief:

This is a small enough number of persons that we could do
it in the Director's office, bringing in the two groups
when we discuss their subject, or in the DCI Conference
Room.
4. The item on Soviet Activities in the US is being
revised by CI. I doubt that we can get it in adequate
shape for tomorrow. The Director has indicated that a DDO
"show and tell" item on covert communications should
follow the Soviet Activities brief. Therefore, I propose
17 November (or later) for both of these items.
5. The Director indicated that the item on India's
Problems should be delayed until 17 November. Other items
pending for 17 November are:
A. French Policy In Africa
B. Nigerian Handbook (graphics only)
