Attached is my memorandum summarizing the Presidential briefing topics being worked, my memorandum to the DCI in preparation for the 6 December briefing, four outlines of briefings in preparation and a collection of nominations for future briefings. 2. Please review the following outlines and indicate any changes we should incorporate. a. French Foreign Policy b. Estimating Soviet Military Manpower c. Detection of Mobile Missile Deployments d. Chinese Shopping for Western Technology 3. Please review the following nominees and indicate whether we should continue working on them to, the point of producing outlines. a. Nuclear Issues In Countries the President will visit. The draft prepared in October is enclosed. If you agree, this will be updated and reworked to focus on the countries the President now plans to visit while upgrading the paper. b. Costing Soviet Forces. An earlier briefing is enclosed. If you agree, we will coordinate this topic with the one on estimating manpower and will update it to be current as of January 1978. Memoranda from NIO/Economics and NIO/USSR are attached. If you agree, we will work on this for early January. d. Impact of Reduced Oil Production on the World Economy. The Director of Economic Research is not sure he can estimate this impact before the President's trip,. but whenever he can I recommend that we proceed directly to a Presidential briefing on the topic. e. Profile of the Arab Rejection Front. The NIO/Near East & South Asia recommends this profile of governments, leaders and their prospects to include both rejectionist Arab states and fedayeen groups be considered for late December or early January. If you agree, we still will hold this in abeyance until the dust clears from the current confusion as to who stands where in the Mideast. f. Egypt 1978: The NIO/NE&SA is working on an interagency paper to be issued 1 February. If you agree we will plan to brief that paper the last week of January presuming that we understand'what Egypt's 1978 prospects look like by then. g. Telemetry: This item is under discussion between NFAC and DDS&T. I am simply holding it on the record until a clear recommendation emerges. I recommend you ignore this one for the time being. h. North Korean Military Productions. The NIO/East Asia & Pacific recommends covering NK military productions or defense policy. Recent pictures indicate NK is building a T-62 type tank which would enhance its capability against the ROK. If you agree, we will work toward an early January briefing.
