Presidential Briefing Topics for 11 July and Later 1. The following topics were covered at the 27 June Presidential Briefing in addition to some administrative and operational matters: B. Covert Communications C. Soviet Economy D. Soviet Forced Labor E. Soviet Strategic Planning & SALT 2. There will be no Presidential Briefing during the week of 3 July. 3. The following topics are in various stages of preparation for future Presidential Briefings. The responsible officer and tentative briefing dates, if known, are shown: A. Monitoring Arms Control Agreements (PBC) B. PRC-Vietnam Relations (NIO/EAP) C. Korean Military Update (NIO/EAP-OSR) D. Role of Evacuation in Soviet Civil Defense (OSR) E. Thailand (NIO/EAP) 11 July F. Bonn Economic Summit (NIO/PE) 11 July G. FRG-USSR Relations (NIO/WE) H. Soviet/Cuban Options in Southern Africa (NIO/AF) I. US-USSR Technical Collection Comparison 1 August (NITC-OWI) J. Elections to European Parliament (NIO/WE) K. Soviet Air Defense Systems (OWI) 1 August L. US-USSR Arms Transfer Comparison (QER) M. Sino-Soviet Relations (NIO/CH-NIO/USSR) 11 July N. Nuclear Terrorist Threats (NIO/NP) 18 July 0. Law of the Sea (OGCR) P. Jamaica (ORPA-OER) 4. The following topics have been proposed as possible future topics for Presidential Briefings. These topics have not yet been approved by D/NFAC. After D/NFAC approval of the topic, the responsible officer will be asked to provide an outline for the DCI's approval. Preparation of the draft briefing starts after the outline is approved. Submarine Detection and racing PRC Foreign Economic Policy Soviet Nuclear Power Program--Changes, Intentions Soviet Missile Development Complex--Key to Arms Buildup Cuba: A Major Expansion of Manpower Resources in the Offing (1977-78) - Proposed as filler 5. Basic preparation work has been completed on the following briefings. They are being held awaiting an appropriate opportunity to use them. Then the responsible officer will be contacted by the PBC for a last-minute review and update of the briefing. Responsible officers are requested to inform the PBC if these topics are to be treated in the PDB, NID or other intelligence publication so that the briefings can be canceled or modified as appropriate. A. Law of the Sea (OGCR) B. C. Soviet Microelectronics: Civilian & Military Use (OSI-OER) D. Soviet ECCM (OWI) E. Caribbean-Mexican Illegal Migration (OER) F. Nuclear Power in the LDCs (OER) G. Jamaica (ORPA-OER) 6. The following topics have been dropped from the list of active topics for the reasons indicated: A. Chinese Plans to Increase Science and Technology Capability. "Nuggets" or mini-briefs will no longer be listed; this memorandum will address major topics only. B. Estimating SLBM Effectiveness--A Soviet and US Comparison. Higher priority topics will preclude this being covered. 7. The D/ORPA, D/OCR and NIOs NP, NESA and LA will be requested to submit briefing topic nominations for use in August during the week of 10 July. 8.
