SUBJECT: Recent Events re Cuban Situation
1. A number of things have occurred today of which you should be
aware. Things are in a state of flux so much of this may change, but
as of 1600 Friday this is where we stand.
e AM: DCI called by Cutler, advised that a tdhite Paper
is being prepared against the possibility the Soviets
reject our position.
? AM: DCI goes to meet Cutler.
? PM: DCI returns and sets in motion preparation for special
P1onday briefings.
- White House is organizing a special "establishment"
group to advise (?) President in event he must take
action following Soviet rejection.
- A special sub-group (Blue Ribbon Panel) is being
formed to review all intelligence related to Soviets
in Cuba.

the Agency Monday, for lunch through dinner (may return
Tuesday as well) for a thorough briefing/review of what
we know and have been able to piece together. (Hedley
Donovan may accompany.)
- When they are done they will report to their larger
body (composition unknown) re whether they feel the
evidence supports the Administration's case. (.S)

following order (see attached draft agenda):
s DCI give overview (at working lunch) based on updated
version of Congressional testimony

provide chronological summary aside by side)
of what the Community was saying and what was publicly
said
to briefly go over the history of collection priorities

to discuss current collection capabilities.
The object is to brief and allow plenty of time for discussion/questions.
By doing it here, quick access can be had to analysts for answers. (S)
3. Attending throughout will be Bruce Clarke,
Bobby Inman, Gene Tighe, (.plus perhaps some others).
Briefers will come in at their ass~gne times. (.Inman may not be able
to get here until 1330.)
Whether you and the Director will be present throughout
or just selectively remains to be determined. (Your schedule
now precludes you from attending the lunch session.) (C)
4. A notebook will be prepared for all of the key participants U`'
with basic data (including all NSA material) for sending/reference. ?` y

SUBJECT: Telephone Conversation with Lloyd Cutler,
21 September 1979 (U)
1. John McCone has accepted for next Monday. He will call the
Agency and ask fora car to pick him up rather than rely on the
White House. (U)
2. Mr. Cutler will try to get him a reservation at the Metropolitan
Club or the Madison Hotel and will notify us of what arrangements have
been made. (U)
3.~ Clifford, Linowitz, Packard and Bundy have all accepted. (U)
4. Hedley Donovan and Lloyd Cutler will come to the luncheon.
Donovan will probably stay; Cutler will not after the luncheon. (U}
5. Mr. Cutler thought our outline for the briefings sounded good. EU'
6. He thought we should get across what the United States said to
the Soviets and vice versa during the Cuban Missile Crisis with respect
to ground units. (C)
7. He thought we should get across the points that I showed him
today on why we think it is a training unit and why someone might think
it is not a training unit. I told him those were going to be incorporated.
