SUBJECT : Preparations for 26 September Presidential Briefing
1. Attached are sketches of the proposed briefings and backup
material for each.
2. Western Sahara. NIO/NESA feels that will carry most 25X1
of the load in preparing the briefing and so he will not be overloaded
by this assignment. I think that when fleshed out this will be a good
briefing.

try to bring the determinants of Cuban policy into focus to provide a
foundation for thinking about what we can expect in the future. He will
try to do this by tomorrow. In the meantime I think this is worth your
