For the past several days, the Africa Bureau.at State has been engaged in a detailed study and debate with INR over the quality and judgments of intelligence re this matter. When the PRC was called, Deputy Assistant Secretary Harrop requested a"community intelligence assessment, to be included with the agenda and policy options papers State is preparing ).. As I understand it, Moose argues that the evidence can be read to say that Siad-is making at least a minimal effort to comply with US requirements. The community intelligence analysts do not see it that way; they see the same old Siad, though in reduced circumstances. But'we have, once again, no "smoking pistol" to take before the jury -- just the unanimous sense of those w o wor ith the materials daily and ruminate on Siad and his situation. The community, working-level assessment is attached; it has also been provided to State and the NSC, at their request.
