OLC 79-2703 7 September 1979 MEMORANDUM FOR THE RECORD SUBJECT: Senate Select Committee on Intelligence Briefing ? re Soviet Brigade in Cuba, 12 September 1979, ? 2:00 p.m. Requirements: 1. CIA - to provide chronology from 1960 of what we knew and how we knew it. (Comment - Not clear whether statement would be delivered by DCl/provided beforehand to Committee staff/whether the topic is Cuba in its entirety with Soviet forces subset or just the latter.) 2. DIA - bring to the 12 September session a study which reviews DIA's "data base" from the 1960's to include: a. analytical effort expended; b. ability of collection systems to furnish data; c. priority of collection and analytical effort; d. type and quantity of finished product; and e. subset on Soviet forces in Cuba. (Comment - DIA's response to this oral request by Bill Miller, SSCI Staff Director, was "we will do the best we can".) ALL MATERIAL IN THIS DOCUMENT IS CLASSIFIED SECRET. It is understood that the Committee is levying related requests on policymakers with the Executive Branch. 5. What is developing is an agency-by-agency, as opposed to an Intelligence Community reaction, to the SSCI requirements. At a minimum, it would appear important for each agency to format its response in a consistent uniform manner and to the same degree of specificity. It is also evident that even an agency-by-agency response to these broad requirements would require task force approach and I will start the ball rolling jiithat direction, leaning on D/NFAC.
