tive 2400 hours, 31 May 55. (The Chungking 503811/1034q7 Railroad
Management Bureau aad the Kunming Railroad Bureau will be informed
later on when they Should enforce these regulations. Until then
they will continue operating under the original regulations.) The
"Regulations for Calculating Various Charges on Railroad Freights"
issued under VIM SHAUG CHIA (11-4V-f# ) (52) number 4/4, dated
20 Feb 52, Will be simultaneously rescinded along with all rules,
regulations, and operational explanations listed in the attached
charts (the attached charts will also be published in the Railroad
Business Special Publication.). In the present Commercial Regula-
tions, the phrase "switching fee" will be changed to "handling fee."

Directions on the Use of the Railroad Freight
Rates Regulations in Determining Shipping Charges

In determining freight charges, the following must be complied
1) For calculating freight mileage between points of
departure and destination, refer to the first page of the Railroad
Freight 1.Sileage Chart in Volume XV of Railroad Freight Rate Regula-
tions.
2) First, from the freight index Chart in the Volume II
of the Railroad Freight Rate Regulations, find the item listed on
the invoice, determine the proper classification, handling speci-
fication?carload shipment or less-than-carload shipment, and
freight number in accordance with the freight classification chart.
(Volume I, Part A of the Railroad Freight Rate Regulations). Items
not listed on the Freight Index Chart will be treated under Article 9
of the said regulations.
3) Note the Remarks column for special regulation cover-
ing freight rates j if there is handle as stipulated.
4) After finding the freight mileage and freight razaber,
find the proper rate fee= the Freight Rate Chart in Volume III of
the Freight Rate Regulations.
5) In determining freight Charges, multiply the freight
rate thus determined by freight rate appropriate the weight of the
goods to be shipped.
6) Chapter 4 Section I of the said Freight Regulations is
for determining miscellaneous fees.
Examine the Freight Rate Regulations before calculating freight
charges and miscellaneous fees.
Railroad Freight Regulations, Volume I (Part A) Freight Rate
Regulations.
Chapter 1. Genera
Article 1. In general all transportation fees and miscellaneous
fees collected for the delivery of goods as determined by the Freight
Rate Regulations shall be called freight charges.
Railroad freight rates are prescribed by the State. Rail-
road freight reties apply to all consignOrs and consignees utilising
railroads operated by the Ministry of Railroads throughout the
nation. For those now Lines temporarily opened for business and
those business lines that have net yet connected with the railroad
network, freight rates will be separately prescribed by the Ministry
of Railroads.
Article 2. Railroad freight rater. are listed respectively in
the following volumes of the Railroad Freight Rate Regulations;
Volume I (Part A). Freight Rate Calculation Regulations;

Any amendments or supplenents to the above regulations
will be published in the Railroad Special Publications Journal and
giving an effective date.
Article 3. The Railroad Freight Rate Regulations are appli-
cable to:

1) All railroads operating as carriers.
2) Sections or railroad lines connected with other types
of carriers.
3) Seetions of railroad lines in China when are
connected with international carriers which are not governed by
other special rules.
Article 4. Frolght charge is calculated according to the
existing freight rate at the time the invoice was stamped at the
point of departure.
Miscellaneous fees, fines and rewards are calculated
according to the misting rate at the tine of occurrence.
Article 5. Freight mileage is calculated on the basis of the
Shortest distance between point of origin and the destination.
However, in the event of the following situations, the actual route
taken is cha -eablet
1) When the train must make a detour due to the nature
of the goods. This must be agreed upon by both the railroad
authority and the curler of the goods and must be clearly stated
on the invoice at the loading station.
2) When the train must detour, not on the railroadse
own accord but because of natural disasters, epidemies or govern-
ment orders, freight charges will be calculated on basis of actual
route taken, evol when invoices are marked otherwise at point of
origin before departure.
When railroad freights are shipped over the rengtze River
by ferry boat, the regulation governing transportation, via an
indirect route applies, and the ferryboat that actually carried
the freight must be noted in the column showing the route of ship-
mint on the invoice and the name of the ferry boat originally
designated in the column must be crossed out so that the accounts
of transportation expenses maybe properly settled by the consignee.

Order number indicating the indirect route of transporta-
tion and directives concerning calculation of charges should be
recorded on the invoice and the bill of lading by the railroad
station concerned.
Freight mileage does not include the mileage of eocclu-
sive lines and freight branch lines, or the mileage from the rail
transportation office to the station.
Base mileage for carload shipment or less-than-carload
shipment is 50 kilometers. If the distance is less than 50 kilo-
meters, it 411 be considered as 50 kilometers.
Article 6. Weight unit for calculation of freight charges
(or chargeable weight): The weight unit for a carload ehipment
one metric ton. If it is less than one metric ton, calculation
will be based on one metric ton. For less-than-carload shipment
the unit weight is 10 kilograms. If less than 10 'diagrams, it
will be considered as 10 kilograms.
Chargeable Weight determining miscellaneous fees and finest
Besides loading and unloading fees which are charged on the basis
of net weight, (adjustment will be made according to the preceding
article.). Goods shipped by carload shipment will be calculated on
the basis of chargeable weight, those by less-than-carload shipment,
will be ca1cu14ed on the basis of the total chargeable weight.
Base Weight.: In computing freight charges, for goods
shipped by carload shipment the base chargeable weight is one-half
of the loading capacity of the car; if the weight is below one
metric ton, it is still considered to be one metric ton; for goods
shipped by less-than-carload shipment the base weight per lot is
20 kilograms; if below 20 kilograms it is still considered 20 kilo-
grams.
The packing weight must be included in the actual weight
of goods.
Article 7. Transportation fees: All miscellaneous fees and
fines are paid in yuan ( ) as a unit end are calculated thnei to
fen ( d* ). 21ny fractions below fora are converted to the nearest
Ian. If the transportation fee on the invoice is less than 60 fen,
the fee will stein be considered 60 fen.
Chapter 2. Freight Classification
Article 8. The consignor must list each article correctly on
the invoice. The TM'S of articles must correspond with that on the
Freight Index Chart. When listing articles of dangerous nature,
make sure they correspond to that on the Freight Index Chart. If
there are items that have not been classified, put down the manu-
facture or trade names. The type of packing, the shape and the
characteristics of goods (such as fresh, dried, solid, or liquid,
packed In crate, basket by hand or machines, made of weed or steel
etc.) which may affect the calculation of freight charges, must be
clearly noted. If the names of goods are not correctly filled in,
the consignor must rewrite the invoice before the railroad will
accept the goods for transportation. If any discrepancy in the
names of goods is found by the railroad before the goods are turned

over to the consignee, or should the consignee reqattet correction
on the same, the correct name of goods should be entered under the
original names (incorrect or illegible) on the invoice and the bill
of lading and tho freight Charges readjusted. The invoice will be
signed by both parties, the railroad authority, and the consignee,
and stamped with the railroad seal at destination. Should the
invoice show incorrect or illegible names of goods after the goods
have been delivered, neither, the railroad nor the owner of the
goods is allowed to readjust the freight charges.
? Article 9. Goods not listed on the Freight Index Chart should
be written on the invoice with their manufacture or trade names.
The consignor Should state the characteristics of the goods on the,
invoice so that the classification and iten of goods may be accurately
determined (for (=ample: type of good, manufacturing material, name
of article, etc.). The railroad will determine their appropriate
classification and item according to the Freight Classification Chart
and process then in the following order:
1. Whei the ftclassificationn and the nitem' of the freight
have been determined, compute the freight Charges according to its
freight number.
2. If the classification of goods can be determined but
the item or the subdivision of "A" and 'IV of the item cannot be
determined, the regulations under 'others' -of the same item maybe
used. HOW0701", if there is no other regulation to govern, use the
highest rate of the said classification to compute the freight charges.
3. If it is impossible to determine the classification of
goods that are made of different materials or are a mixture of
different materials, the freight charge will be computed on the
material of the highest cost used in making the product.
4. It still uncertain of the classification or item of the
freight after applying the previous rule, calculate the freight
charges according to freight rate No 42; if it is by carload ship-
ment; No 10e, if it is by less-than-carload shipment.
Article 10. If many items of different freight rates) are
packed in one peekage,the freight of the package will be computed
according to the it with the highest freight rate.
Vnen oevere types of goods are packed separately but
shipped in -a lot, freight charges should be calculated separately
by carload shipment or by less-than-carload shipment on the basis
of item with the highest freight rate.
Chapter Freight Charges
Section I. Carload Freight Charges
Article U. In computing freight charges, carload ehipmentis
that which is loaded in one car and shipped with an invoice(includ
ing passenger cars loaded with freight). Freight charges for car-
load shipment are determined by carload freight rates.
Article 12. Unless otherwise stipulated, freight charges of-
goods shipped by a consignor mill be computed on basis of the fol-
lowing regulations:

1. Goods that meet the technical standard loading capacity.
a. When the actual weight of the freight is up to or
below the technical standard loading capacity, the freight charge
is computed according to this standard capacity and if the freight
weight exceeds the standard loading capacity, the excess weight
will be charged at half rate.
b. The regulations governing excess weight in technical
standard loading capacity is not applicable under the following condi-
tions; in which cases, the actual weight of freight must be charged
at full rate:
(1) when the consignor makes a false report on
weight in order to reduce freight charges.
(2) When computing freight charges for joint ship-
ment of imports.
(3) on computing freight charges for carload
freight according to Article X.
c. Freights which are regarded as "standard weight"
according to box car technical standard loading capacity and which
are transported an the following freight cars will be charged accord-
ing to their actual weight when the volume of the fully loaded
freight cars has not reached the maximum loading capacity indicated
on the cars:

(1) Twenty-ton box car with volume of 36 cubic
(2) Thirty-ton box ear with volume of 54 cubic
(3) Forty-tan box ear with volume of 72 cubic

2. Freight not restricted by the technical standard load-
ing capacity:
a. When the freight car volume is filled up, freight
is charged according to its actual weight.
b. When the freight car volume Is not filled up, the
freight will be charged according to the loading capacity indicated
on the car.
c. The standard for fully leaded freight cars;
(I) Box car- the freight must be loaded to its
fixed volume;
(2) Open car - the center of the freight on the car
must be 3.9 to 4.3 meters frms the surface'of the rail. en narrow
gauge railroad, the colter of freight mustbe-3.7 meters from the
surface of the rail;

(3) Uhen it is impossible to load any more freight
on the open or box car due to the nature, shape and type of packing
(such as machinery, fry and freight transported by open cars), the
station master at the shipping point must acknowledge this fact and
state the realeans on the invoice (the standard for full-load volume
is based on the entry made at the starting point).
3. Freight with or without technical standard loading
capacity is subject to base weight. The weight which exceeds the
technical standard loading capacity will be charged at half rate,
but when the excess weight is below the base weight the freight
charges should be computed according to base weight.
Article 13. No additional fee will be collected for moving
within the premises of the station freight on which freight charges
are calculated according to carload shipment. Freight charges of
goods moved within the premises of the station by locomotives or
cars owned by the freight owner will be computed according to
Article 52 of this regulation.
Section II. Less-Than-Carload Freight
Article 14. In computing freight charge, less-than-carload
freight is the freight which is loaded in cars at less-than-carload
with two or more copies of invoice.
In transporting less-than-carload freight according to the
actual weight or volume based weight, the freight:Us charged accord-
ing to less-than-carload freight rates.
Article 15. In converting volume of goods into weight, measure
the size of the freight as it is loaded on the car, multiply the
length, ddth and height. Multiply the resulting figure (carried out
to the hundfeial place and rounded out to the nearest tenth) by 300
kilograms, enter it in the proper column of the invoice. When the
weight of each cubic meter exceeds 300 kilograms, the freight charges
will be computed according to the actual weight of the freight. If
there are two columns of entries on the invoice, convert the volume
in each column into weight; if there are two or more pieces of goods
in one column, the volumes of all the goods must be totalled (house-
hold goods may be figured out separately according to the actual
situation). When all the goods are of the same type or are governed
by the same regulation, the total volume should be computed to the
tenth place, with figure in the hundivdth place rounded out to the
nearest tenth.
Article 16. When several different types of goods listed on
the invoice are shipped by loss-than-carload shipment, the methods
of computing are as follows:
1. Goods of the same shipping rate will be oomputed by
total.
2. Goods of different shipping rates will be computed
separately according to their chargeable weight.

Article 17. When a shipping lot consists of several types of
goods with the same freight rate and classification is less than
6,000 kilograms but more than 3,000 kilograms, its chargeable weight
will be reduced by 10 per cent according to less-than -carload
freight rates; and when it weighs over 6,000 kilograms, the charge-
able weight 1411 be reduced by 20 per cent in accordance with less-
than-carload freight rates.
Section III. Freight Charges For Goods Facceeding the Limit in
Weight, Length, and Amount
Article 18.
1. When a piece of freight -which exceeds the loading
capacity indicated an the car or exceeds the length of the car
necessitates the use of two or more cars to traneport it, the
freight charges will be calculated according to carload freight
rates and the capacity indicated on the cars used for carrying
heavy loade. If the two cars are of different loading capacity,
the freight will be computed according to the car with the smaller
loading capacity. When using light-burden cars, fees will be
calculated according to the capacity of the car and carload freight
rates.
2. Vlhen goods shipped exceed the train load limit (the
limit on the number of locomotives and cars as stipulated in the
Railroad Technical Management Regulations) the freight charge is
computed as follow:
a. When freight cars are loaded with freights exceed-
ing the limit, based on the capacity indicated on the freight car,
compute the freight charges in accordance with the carload freight
rates.
b. When using light capacity freight cars, based on
the capacity of the freight car, Compute the freight charge in ac-
cordance with carload freight rates without, additional fee for
exceeding the limit.
3. It two shipments of goods are made on, one light
capacity car and fall into the same freight rate category, computa-
tion of freight charges may be based on either shipment of goods.
If they are of different freight rates, freight charges will be
based on the higher freight rates. When other goods are loaded on
open cars in lieu of light capacity cars, freight charges will be
collected for goods on the car without the tees for light capacity
cars.
4. hen test-frame cars are used for carrying freight
exceeding the loading capacity, the calculation of freight charge
is based on light capacity car carrying extra load. When special
Flat cars return from another station after delivering over-weight,
over-length and over-capacity freights, in addition to collecting
freight charges according to the methods mentioned above, foie on
return trip will also be collected.

Section /V. Freight Charge for Special Type of Freight Cars

Article 19. When railroad tank cars are used to transport
liquid which fills up the tanks to their capacity, the freight
charges will be calculated on the actual weight of the freight
according to carload shipment freight rates plus an additional 10
per cent. If the tank is not filled to capacity, freight charges
will be based osl the capacity of the oar with 10 per cent charge
added to the carload shipment freight rates.
Vhen the shipper's tank cars (inoluding chartered tank
care belonging to the railroad) are used, freight charges will be _
computed according to carload shipment freight rates with a 20 per
cent discount.

2. When the railroad's refrigeration cars or other type
of cars are equipped with stove (TN Sic.), with fuel provided by
the railroad but heating is controlled by the freight owner, fees
will be charged as follows:
a. Fee for use of stoves: 30 yuan (L) per car for.
one trip; such feels exempt if cargo owner provides his own stove;
b. Heating fee: such fee is exempt if coal or fire
wood is provided by the freight owner; no charge for carrying of
heating fuel. The following table is used to determine charges for
heating provided by the railroad:

3. When oteam heating is provided for shipment of freight
from a designated point by the railroad, fees in addition to those
prescribed in above as stated in the previous paragraphs will be
collected.
If the shipper provides the ice and salt for shipment
of perishable goods in refrigeration cars, freight charge for such
is exempt. When loading:of ice and salt at station along the line
exceeds the time limit, a fine will be imposed for the extra time
taken.
Article 21. When a special freight car is chartered for a ,
return trip by a freight owner and later is cancelled at his request
when the car had reached its destination, or at midway, the cargo
owner must be charged accordingly for the return trip.
Note: Special type freight cars are as follows: tank cars,
refrigeration cars, temperature-controlled cars, low-bed
concave flat cars and other cars with a loading capacity of
over 60 tons.
Section V. Freight Charges for Express Delivery of Goods
Article 22. Express freight charges are based on carload
freight rates with surcharge of 100 per cent.
Section VI. Method of Calculating Freight Charges for Cargo Exceeding
the Freight Car Loading Capacity
Article 23. If the railroad authority-discovers that the cargo
has exceeded the freight car loading capacity-after the consignor has
determined the weight of the cargo, a fine of 20 yuan (erre) will be
imposed on each car carrying excess weight. If the excess weight is
3 per cent or less than the loading capacity, it is exempt from. fine.
Excess weight must be governed by the Freight Transportation
Regulations and the Supplementary Rules, Article 50. When the freight
has been discovered to exceed the loading capacity, a fine will be
imposed and any overweight articles unloaded at midway stations will
be charged accomtleag to the carload freight rates from point of origin
to destination. Anyovcrweight goods that aro not to be unloaded as
agreed upon will be charged as goods listed on the original invoice.
When the unloaded goods are shipped again, a freight charge is
collectable free: the unloading pant to destination. Unloading fee,
storage fees will be collected when such services are rendered.
Any delivery and pick up fees incurred at midway station
due to overweight, fines for delaying the train (from the time the
overweight freight is discovered till the matter has been settled),
and fines for incorrect invoice will be collected fram the consignee
of freight.
Section VII. Freight Charge for Carload Shipment
Article 24. When a shipment consisting of different types and
freight rates is handled as carload shipment anti the weights of each
item are listed separately, the freight charges of each type of goods
will be calculated on the basis of leas-than-carload shipment. Then
add up the items and subtract 10 per cent from the total.

Section VIII. Freight Charges for Shipping Caskets, Corpses and
Ashes of the Dead
Article 25. For carload shipment of caskets, freight rate
humber 46 maybe applied. The calculation of freight charged will
be based on the freight car loading capacity with a 50 per e6nt dis-
count. For less-than-earload Shipment, freight rate number lpa is
applicable and each casket is charged at am:Wm= weight of 2,000
kilograms (TN Sic.). Freight rate number 46 is for chipping corpses
(for medical research purposes only), bones and ashes of the dead
by carload shipment and their freight charges are calculated accord-
ing to one half of the freight car loading capacity. Howover,I, if
their actual weight exceed one half of the loading capacity, the
freight will be charged on their actual weight. Less-than-carload
shipment of the same under, treight rate number 112 will be cherged
according to the actual weight or the conversion weight from their
cubic measurement.
Section IX. Changes
Article 26. Should the consignor request cancellation of ehip-
meat atter the consignemet has been settled but the goods have not
been shipped, miscellaneous fees will be refunded (overweight fee,
appraisal fee, invoice mei paperwork fees will not be refunded),
but the following fees will be collected according to each situation:
1. Cancellation fee 1 yuan per shipment;
2. Fine for cancellation of carload Shipment, a yuan per
shipment;
3. Fee for safekeeping or storage during the time after
the goods have been turacd over to the railroad and before the goods
have been returned to the consignor;
4. For freight by carload shipment, finesatoridelaying are
chargeable from the timo the freight eerie: moved to the loading
point until the unloading is completed (or from the time the freight
car is moved to the loading point until the changes have been cam-
pletely effected;
5. When freights are to be shipped by carload shipment,
a handling fee will be charged fer moving the freight car to the
loading point;
6. Fees for loading or unloading of freights by the rail-
road;
7. Fees for return trip of special type freight cars.
Article 27. When tho consignor requests a change of destination
before the freight is shipped, the following adjustments in payment
or refund will be made according to the actual situation:
1. Changing fees one yuan (Z) per shipment;
2. Fine for a change of destination on carload shipment,

responsible for collecting fees from the cargo owner for the rail-
road that is responsible for the loading and nnloading freights in
accordance with the fees for loading and unloading stipulated in
the following table. However, the unloading fee for less-than-
carload shipment will be collected at the originating station (fees
will be based on invoice).
2. For goods to be loaded and unloaded by the freight owner

3. Fees for changing loads:
Fees for transferring freight are calculated according to the total foe for unloading and loading. Fee for rearranging not well loaded cars is calculated according to the fees for transferring freight. When part of
the load is unloaded and then reloaded, the foe will be calculated according to fees for miscollaneoue vork. However, it does not matter -whether the whole load or part of the load is unloadedand tleen reloaded the foe should
not be over the loading fee for the entire car calculated according to the loading fee at that particular station.
4. Charges for moving freights:
When fevights are moved for distance of less than thirty meters, freight charges will be 60 per cent of the loading fee for freights being =Mad; if the distance exceeds thirty meters, the charges for each additional

Such fee is computed on the total rumber of hours spent by the entire crew (fraction of an hour is considered an hour) and each hour is charged on the basis of freight rate for one ton of ordinary freight.
Note: a. The applicability of loading and unloading charges: loading refers to loading or freights from a point designated for the sbabking of freight by the station to the freight car. Unloading refers to the unloading
of freights from the freight car to a point designated by the station for the stacking of freights. Heeeever, the point for the lo-ding of lumber and the freight stacking point which is for the exclusive use of
the freight owner must he thirty .meters away from the freight car. If the point is more than thirty metera away from the freight ear, additional roving fee will be 'charged, (the standard far determining the
distance is based on the actual dieter= from the cantor of the pile of freights to the center of the freight ear).

2. If the loading is done on a loading platform in the cargo owner's freight compound, outside the station's freight
compoundilinthe,fee:1- will be computed according to the regulation less 20 per cent.
3. For types of timbers and lumbers not listed in the regulation, loading fee for all timbers below 18 centimeters in
diameter (no length limit), old lumber or lumbers less than two meters long will be computed according tbclass,four:mine
timber.
4. In addition to loading fee by cubic meters, lumbers four meters in length, and more than 60 centimeters in diameter,
and lumbers eight meters in length and more than forty-six centimeters in diameter, charges of 0.10 yvan will be

5. 'When the cargo is loaded at a distance farther than the designated 50 meters,a loading fee 'will be collected from
the cargo owner for the excess distance. The distance used in determining the charge is based an the distance from
the center of the water area where the timbers are assembled to be loaded to the center of the freight car.
However, before loading, the railroad authority suet survey and verify the distance with the cargo owner to avoid
discrepancy.
6. After the timbers have been 'unloaded from the car, they mut be piled securely not less than 1.5 meters away from
the railroad track (this includes stacking of lumber and ties after unloading). If the cargo owner requests that the
lumber be hauled, elsewhere, it must be dome after unloading. This fee will be computed on the basis of rat. for
moving freight and collected from the cargo owner.
7. In computing moving charge, 20 meters or fraction thereof is considered a unit.

2. Safekeeping fees for dangerous freight (excluding..
explosives) and valuable itene are twice the rate of the safekeeping
fees for ordinary freights. When too much goods are stored at the
station, the director of the railroad may increase the safekeeping
charge Unending storage charge) 100 to 300 per cent. To increase
the charge by more than 300 per cent to be increased over three times,
the director must obtain the approval of the Minister of Railroads.
Article 32. Freight Storage Fee (Collection of such fees will
be based on the invoice, freight, charge or miscellaneous fee bill.)
1. Ordinary freight storage fee is half the rate of the
ordinary freight safekeeping fee.
2. Storage fees for dangerous freights (excluding explo-
sives) and valuable items are the same as that of ordinary freight
for safekeeping.
3. Storage fee for explosives is twice the rate of ordinary
freight for safekeeping.

4. Each freight car attached to the train for one day or
less will be charged one yuan as storage fee.
Article 33. Freight Weighing Fee
When the goods conaigned to the railroad are weighed LT the
railroad, the following fete for weighing will be collected:
1.. When carload freights are weighed by the weighing
machine, each car will be charged a. weighing fee of 2.80 yuan and
no additional handling fee is requiied. When an ordinary cale is
used, a weighing fee of .50'yuan will be collected for every ton of
freight. When no railroad workers are required for transporting,
the fee will be reduced by 50 per cent.
2. For every WO kilograms or less of lees-than-carload
freight the fee is .05 yuan.
Article 34. Charge for rechecking the weight or condition of
freight.
When a recheck is evade on the freight and its weight and
condition upon its arrival as requested by the freight owner, the
railroad will collect the following fees frcel the freight owner
(fees are based on the invoice):
1. Service charge for rechecking weight will be collected
on following bases:
a. Carload shipment
(1) When a weighing machine is used to recheck the
weight, 2.80yuan is *barged for each car and no handling fee is
required.
(2) When an ordinary scale is used for rechecking
the weight, .05 yuan is charged on every ton of freight (or fraction
thereof). When no railroad vorkers are required for transporting,
the fee will be reduced by 50 per cent.
b. For every 100 kilograms or lese.than.carload freight,
the fee is .05 yuan.
2. Service charge for rechecking the condition of freight:
When railroad personnel are involved in hauling freight, .20 yuan is
charged !airman hour or fraction thereof. When railroad workers are
used for loading or unloading, the services will be charged as
miscellaneous tee.
3. When the freight owner requests a recheck on the weight
of the freight car before the freight is loaded or after the freight
is unloaded, per car recheck foe of 2.80 /van will be charged, regard.
lose of its weight. Under the following situation no recheck service
fee will be charged:
a. When the freight is less than the weight estimated
by the railroad and the difference has exceeded the fixed standard
for natural decrease in weight and an allowable errors of scale.

the car is not well sealed by the freight owner after the weight of
the freight has been estimated by the freight owner, and when there
is an indication that some goods are missing from an open freight

Article 36. Fee for Hotifying arrival of freight.
The consignee will be notified upon the arrival of freight.
Bach notification (regardless of the number of lots) is charged on
the following basis:
a. lawn notified by telephone, .05 yuan each time.

(Such fees will be collected by billing.).
Article 37. Charge for statement of value
The charge for statement of value is .02 per cent of the
stated value of the freight and will be collected on the basis of
the invoice.
Article 38. Charges for freight invoice and tags.
When the freight owner uses the railroad invoice, fees are
charged as follows:

b. Through-traffic invoice, .10 yuan per copy.
Shipping tags furnished by the railroad and used by the freight
owner is charged .01. yuan each.
Article 39. Service charge for additional copies of invoice.
When the freight owner requests additional copies or the
invoice, he himself must furnish &blank invoice and a .20 yuan
copying charge (with freight charge and miscellaneous fee are
collected by billing).
Article 40. Telegram fee
When the railroad dispatches a telegram to make changes as
requested by the freight owner, a fee of 15 yuan is charged for
each ohmage (with freight charge and miscellaneous fee are collected
by billing).
Article 41. Secort fere end escort service fee.
When the freight owner sends amen to escort the freight,
the fere for the escort will be Charged according to the following
table. The chargeable mileage is governed by Article 5 of said
regulation (charges are collected on basis of invoice to collect).
When escorts are sent by the railroad, .06 ynan per kilo-
meter will be charged to the freight owner for eh escort based
on the actual chargeable mileage. The minims charge is 9 yuan
per trip (the fee is collected on basis of invoice at the time the
freight is delivered to the consignee).

Article 42. Charge for Cleaning freight car.
Charges for cleaning all types of cars are regulated
separately by the railroad Administrative Bureau director Nee the
station's Local Billing Form 4 to collect charges).
Article 43. Charge for use of grain guard boards.
When guard boards furnisho;d by the railroad are used to
ship grains, four yuan per set is charged each time and no Charge
is made for return trip (Collection is made on basis of freight
invoice.).
Article 44. Charge for sealing freight cars
When the freight car, loaded by the freight owner, is
seated by the railroad, a 20-yuan fee is charged for each ear
(Collection is made by miscellaneous charge billing form.).
Article 45. Charge for cancelling shipment of freight.
When the shipment is cancelled and the freight are returned
to the consignor ne requested by him, the following service fees are
charged according to the actual situation (freight and miscellaneous
charge billing form is used for collection)!
1. Safekeeping and storage fees are charged from the time
the freight arrive on the railroad premise until moved out.
2. 'Alen a freight car is moved to the point of loading,
a handling fee is charged.
3. Fes for return trip of special freight car is charged.
4. A fine for delaying freight cars is charged from the
time the freight car is moved to the loading point until the ship-
ment of freight has been cancelled (From the time the freight is
loaded until the cargo is uploaded if the goods have already been
loaded.).
5. Other charges.
Section II. Fines and Rewards
Fines and rowarde listed in this section must be calculated
separately according to the actual situation:
Article 46. Fines for delaying freight cars and rewards for
shortening loading or unloading time.
When the freight is loaded or unloaded by the freight
owners and the time taken in loading and unloading exceeds that set
by the railroad (including the freight inspection time) or Tihen
freight cars are davaidue to other reason, fines for delaying of
freight cars are charged according to the following tables

Charges for tank care, refrigeration cars and temperature
controlled cars are double that stated in above table.
When time taken tor the loading and unloading freight by
the consignor on an exclusive line or at a special freight compound
exceeds the fixed loading and unloading time, thus impeding the
movement of other heavy carc,. another fine will also be collected
for delaying the movement of heavy cars in addition to collecting
a fine for delay.
When freight cars have been delayed due to the inability
of the yard to accommodato all the freight cars dispatched by the
railroad carrying this particular shipment, no tine for delaying
will be charged.
When freight ears belong to the freight Owner or the rail-
road are delayed at loading or unloading point, the fine for such
delay will be reduced by 50 per cent.
When the time taken for loading or unloading by the freight
owner is 16 or more minutes Shorter than the fixed standard time,
the railroad will give the freight owner a reward for each ear ac-
cordingly:
a. Time reduced by. 16 to 45 minutes, 60 yuan per each
four-axle ear.
b. Time reduced by 46 to 60 minutes, 1.20 yuan per
route-axle car.
c. If the time saved is more than one hour, the previous
method maarbe applied with a proportionate reduction of fees. Cars
other than four-axle care are considered four-axle cars, and are
proportionately calculated. However, foueaxle cars with a standard
loading capacity less than 20 tons are calculated as two-axle cars.
When the loading or unloading time of number of freight
cars which have different standard loading or unloading times,
standard time is Shorter than the fixed loading or unloading time,
rewards are given only to those oars whose actual loading or un-
loading time is shorter than standard time of loading or unloading.
Vines for delaying freight ears are collected ton the basis
of freight charge and miscellaneous fee bills.
Me rewards shill be given under the following situation
even though freights have been loaded or unloaded ahead of schedule:
a. Loading or unloading of explosives and articles
capable of turning into explosive mixture.
b. When there is no standard time stipulated for load-
ing or unloading under a temporary arrangement approved by the
railroad concerned which aupends provisions for fines and rewards.
c. When loading or unloading time has not been set,
the standard time for loading and unloading will be calculated in
accordance with the standard table for loading and unloading.

Article 47. Fines for shipping prohibited articles or goods
requiring special handling and goods incorrecOydescribed.
Nhen prohibited articles or goods requiring special handl-
ing, and goods incorrectly described are shipped, the fine will be
five times the freight charges calculated on the basis of distance
hauled and the tobal weight of the whole shipment, in accordance
'with the freight rate number 108 in the freight rate table. Fines
on such goods may be collected from the consignor Wore the freight
is shipped or trmn the consignee when such discovery is made after
shipment has been accepted. If there is a reduction in freight
charge, Article 48 may be applied (make collection on basis of
freight and miscellaneous fee bills).
Article 48. rineb to be collected 'when incorrect entry is made
on the invoice by the sender resulting in reduction of freight charge.
When lower freight charge is made due to incorrect entries
on the invoice by the consignor, a fine three times the difference
between correct and incorrect freight charges and miscellaneous fees
for the entire distance shall be collected from the consignee. No
fine will be charged if the weight is less than that entered in the
invoice.
Freight charges and miscellaneous fees based on actual
description must be collected in addition to the above-mentioned
fine.
If such goods are discovered after shipment, the above
fine, adjusted freight charges and miscellaneous fees may be'col-
lected from the consignee at destination (to be collected on basis
of invoice).
Article 49. Pines on unsatisfactory cleaning or freight cars.
When the consignee has neglected to Clean the freight car
or the cleaning was unsatisfactory at the time of unloading, caus-
ing the railroad to perform this service, the railroad may collect
a fine of five yuan per car for unsatisfactory cleaning of freight
cars in addition to the cleaning fee (to be collected an basis of
the station's local bill form No 4)?
When the railroad moves an unsatisfactorily cleaned car
for loading, it must also pay a cleaning fee and a fine to the
shipper using the car.
Artiele 50. Fines on delinquent freight charges and miscellaneous
fees payment.
Vhen the payment of freight oharges mad miscellaneous fees
(including advances) is overdue, the freight owner will be fined ,bne
per cent of the amount due each day from the day after the date, due
until the payment is settled. Overdue time less than one day will
be counted as one day (to be collected on basis of invoice or freight
charge and miscellaneous fee bill).
If a heavy car is dispatched to a loading or unloading
point on an exclusive line before 1800 hours, and the consignee
dispatches it after 1800 hours on the same day but does not make
arrangements to obtain a certificate Wpick up his freight until '
after 10 O'clock the following day, a fins of two yuan mill be charged
per day for each shipment of freight (to be collected on bees of
invoice).

Chapter 5. Special Freight Charges
Section I. Method for Calculating Special Freight Charges
Article 51.

1. Special freight rates are prescribed for shipping certain
type of freight from specific stations, or within an area covered by
special freight rates.
2. When several types of increased freight rates is appli-
cable to a freight shipment, only the special freight rates with the
highest freight charges may be applied. When the increased special
freight rates and the reduced special freight rates both are appli-
cable to one shipment, the increased special freight rates should
be applied.
3. The reduced freight rates are not applicable in the fal-
lowing situations:
a. When the original ticket of goods shipped fran a
station where the special frelleat rates are not applicable to a sta-
tion where the special freight rates are applicable, is to be changed.
If such a situation arises, the railroad should clearly indicate on
the invoice, nFreight arrived at such and such a station from such
and such a station; spacial freight rates for certain type of freights
do not apply to the changing of ticket on the same train.n
b. When the freight arriving at a station where the
special freight charge is applicable is to be changed to a station
where the opecialefreight rate is not applicable. If such a situation
arises, the station that handler) such arrengeneats must make correc-
tions on the invoice, and record the differences between ordinary
freight charges and special freight charges, and the difference will
be collected from the consignee at the destination.
4. When the government directs the railroad to ship goods
which, according to policy, should be shipped by water or by both
water and railroad, and to uhich the specially regulated increased
freight rates are not applicable, the dispatching stationemust clearly
indicate on the invoice the order :lumber of related documents for
verification.
Section II. Methods for Dotoneembeg Freight Rates on Goods Shipped
by the Freight Cwneee Locamotives and Freight Cara
Article 52.
1. When the freight owner's cars and locomotive are used,
the freight charge is calculated on basis of the number of axles of
the whole train (including the number of axles of locomotives and
tenders) and actual distant* and the amount of .07 yuan per kilometers
regardless of the meight, type and amount of freights.
2. When freight is shipped on the freight owner's freight
car and pulled by the railroad's locomotive or shipped on the rail-
road's freight car and pulled by the freight owaeree locomotive, the
calculation of freight charges is based on the rates for carload
shipment with 20 per cent reduction. When the freight awner's empty
freight ear returns after unloading, the fee for the return triple:
reduced by 50 per cent.

3. When the freight owner's locomotive travels on the rail-
roah tracks, the ,charge for using .the railroad tracks is twice the
charge based on 'tea 1 under axle-distance charges.

road Freight Rates Regulations, which have just been established,
will become effective at 2400 hours, on. 33. Hay 1955. (The Chungking
Railroad Management Bureau and the Kunming Railroad Bureau will be
informed at a later date as to when to apply these regulations; until
then they will 'continue operating under the original regulations.)
Meanwhile, the l'FreithAtlyistion Charts', dated 20 Dec 52 under

rescinded along wit Ta bllowing directives and explanations on

Type 1. Millet, grain (unhuaked rice) and wheat
When the above items are shipped by railroad and water through
stations and ports designated in the Directives for Fxperimental
Land-Water Transfer Procedure, the freight charges will be reduced
five per cent, if they' are chipped by carload shipment from various
ports along the coast and the Yangtze River via Shanghai over rail-
road network in Northeast Area.
Type 2. Various cereals
When such items aro chipped by railroad and water, through
stations and ports deaignatod in the Directive for Itaperimental
Land-Water Tranefer Procedures the freight charges will; be reduced
five per cent when based on carload freight rates for various cereals
shipped over railroad network in Northeast Area to various ports
along the coast and Yangtze River via Shanghai.

National Special Freight Rates

Type 1. Materials provided by the consignor for stabilising goods
under Article 37 of freight regulations may be shipped back to the
point of origin or to any station between the point of origin and
the destination when accompanied by a special freight rate shipping
certificate obtainmi by the consignee of freights and are not subject
to freight charges regardless of whether the freight is shipped by
carload or less-than-carload.
Type 2. Under Article 38 of freight regulations, any empty freight
containers to be shipped back to the point of origin or any station
between the point of origin and the destination when accompanied by
a special freight rate shipping certificate obtained by the consignee
will be charged half of freight charges for such goods, regardless
of whether they are shipped by carload or less-than-carload.
Type 3. When the Chinese Peopaets Committee for World Peace and
Anti-American Aggression and its various branches ship items of
comfort to the Red troops, the goods, if shipped by carload shipment
with a certificate issued by the said committee or its branches, will
be charged in accordance with the freight carts loading capacity under
freight rate table number 59. However, if they are shipped by less-
than-carload shipment the calculation of freight charges is based on
freight rate table number 124. The said certificate must be stamped
with the seals of the aommittee branch concerned and the responsible
person. When the goods roach their destination, the office that
receives them will make a monthly bill and send it to the railroad
headquarters, which in turn will settle the account with the Committee
branch concerned.
