The Chinese Communist leaders are disturbed about the present trend Russian
4oate6_tio policy. Russian Communist propaganda has been stressing . artyts
desire to raise quickly the peoplets standard of living and to proviSte more,
comfort ,for the masses in the cowing two or three years. The Soviati press is
filled with criticisms, _about the food that is not suufficieltly
varied and tasty,

the bad service in restaurants and canteens and, that 4lothes,are not out
neatly, etc., ,The Chinese Counists regard this campaign as dangerous to the
militant spirit ot.the party cadres, and as an influx of Western degeneration.
The ' Chinaae Communists feed, more than ever that they have;. the standard
bearers of the Young Revolution, while the Russian Coaasnuuaist Party, under the
pressure of its internal opposition, may tend toward appeasoment.
2. -Faced with grave economic difficulties the Chinese Communist Party is preaohing
4 regime of austerity and sacrifice to its cadres, ,They fear?A that the
",Us sian Communists, while improving living standards, at home, will not be
disposed,cr able to allocate sufficient heavy industrial equipment to China,
and that the progress of Russian industrialization might also be considerably
slowed down because of Malenkovts new course.
