THIS IS UNEVALUATED INFORMATION
I. For about a month, beginning about mid-October, there has been a marked movement
of Soviet troops out of Rumania and into Bulgaria. For the most part, they cross
the-Danube between Calafat (Rumania) and Vidin,: (Bulgaria.)
2. Troop I~,ross1ngs are-aided by an improvised ferryboat, made of three barges,
lashed together? The ferry has thirteen railway tracks, on which rolling stock
can be run from trat:ks ashore..
3.. The troops entering B=ulgaria are mostly either Soviet infantry or motorized troops.
They are entering Bulgaria to maneuver in tests of new weapons. The nature of
these weapons is now being investigated.
4. Se,rety In the maneuver area is maintained by a control that amounts to terrorism.
