OF PAGES 1 NO. OF ENCLS. SUPP. TO REPORT NO. 1. Rebuilding of the completely destroyed Junkerswerke in Dessau began about a year ago. The work dragged until about.three months ago; large sums of money were provided by the city and the government. Then the work was suddenly sus- pended on instructions from Pankow. The funds were cancelled. Junkers-Siedlungen, which had been reserved to operate the works, was released to serve private demand. Only on the land of the rational Railway Works did construction continue. The building material, chiefly cement, is hauled away towards Aken by Volkspolizei? vehicles. The railway works property was also placed at the Junkers works' disposal, but cement and iron have also been removed from there. -The work is to be resumed as soon as funds are freed which are still being used for reparations purposes. Reconstruction throughout the People's Republic is generally retarded, because great shortages of materials still exist. Poland has tightened the suspension of deliveries to the Soviet-German railways because the DDR fulfills neither the normal trade commitments nor the reparations pledges. 3. For the rebuilding of the Dessau Junkers Works the following reasons were also controlling: The contract,-of the Junkers engineers and experts expired in 1953, and they were to return to the Soviet Union at the end of this year.
