In reviewing SSC drafts, Agency officers are
requested to make comments as follows:
1. Separate comments on security -
what should be deleted and ti-.why.
2. Separate comments on
errors in fact.
3., Separate comments on tone, editorial
content, conclusions.
We plan to handle the first two categories in
writing. The third category will be handled orally
so as to preclude the possibility that our comments-
can be construed as official approval of the papers.
In any event, all comments will be accompanied
by a statement, written or oral as appropriate, that
1n no case does Agency review constitute official CIA
--approval or agreement with the SSC papers.

1. he docents are to be examined at Committee
offices.
2. list of comments concerning revelation of sources
and methods (raising problems such as disclosure of identity
of informants or undercover" agents or officers, impact on
current ope_a_i ons, etc.) should be kept, including:
.(a) Page and paragraph of the passage in question;
(b) season for the-objection in the present language;
(c :_ggested re-write.
3. Any editorial comments which involve a question as
to the accuracy of statements of fact or analysis in the
report should be listed separately from the sources and
