SUBJECT: Minutes of the 7 October 1976 OTR Staff Meeting
1. The 7 October 1976 OTR Staff Meeting convened at
1010 hours and adjourned at 1150 hours.
2. The DDTR discussed the survey being conducted by
three members of the staff of the House Appropriations
Subcommittee. Messrs. Mansfield, Mooney, and Eisenwine will
probably be here for several months. They earlier spent
five weeks at They have already "requested some material
from OTR and indicated certain areas of interest. They will
be at during the week of 12-15 October. The DDTR advised
members to take the initiative and tell the investigation
what they should be learning about training, rather than
just awaiting and responding to requests for information.
The three have been characterized as hard but fair.
3. The DDTR stated that the three staffers have
requested projections for training programs and activities
for the next 5-10 years. This crystal-balling should be
prepared here in Headquarters and show maximum utilization,
including paramilitary training to maintain the Agency's
capability in that field. The three will want to talk with
the Senior Training Officers. After they return from the
they will digest what they have, will want to look at
evaluating training, and may want to talk with selected Unit
Chiefs.
4. The Chief, _ asked for guidance on providingTATINTL
documents to the Senate people who will be visiting
The DTR stated that documents will be provided at Headquarters
through OLC. In this connection, the DDTR reminded the
members of the file and list maintained b on

5. Chief, FTD, reported on the visit he and the DDTR
made to the Center for Creative Leadership in Greensboro,
North Carolina. He described the origin and current status
of the Center. He explained a seven-day course which the
Center has developed for middle managers. FTD is planning
to introduce this course into the OTR curriculum next year.
A group of instructors from MATB will go to the Center early
next year to learn how to teach the course and will start
the course in OTR next summer. He described the course as
a first-class one designed for groups of 12 students who
have shown leadership potential.
6. Chief, II, discussed the Center for the Study of
Intelligence. He noted the three basic elements of the
Center's program: research and study programs which result
in published papers; seminar/discussion groups; and Agency
and Community symposia. Fellows are assigned to the Center
for specific projects; 19 have been assigned to date with 11
still on board. The Center has a Board of Advisors of eight
people. Three studies have been published, four others are
under way, and 19 discussion groups and seminars have been
conducted.
7. The DTR reported on a recent meeting of the Board
of Studies in Intelligence. The Board meets quarterly to
discuss articles proposed for the next issue of Studies. He
stated that it is very difficult to induce people to submit
articles. The DDCI has requested that a task force look
into the question of whether Studies should continue to be
published. Within this context, the DTR noted that a lot of
history of the Agency is not being written down and we are
losing people who have the experience and memory. He suggested
that there are a number of recent events which should be
recorded for history.

9. The members went over the list of pending actions.

10. The DTR reported items from the DDA morning meeting.
The members reported on significant activities of the day.
The meeting closed with a reminder about the OTR Conference
coming up in late October.
