SUBJECT: Minutes of the 14 April 1977 OTR Staff Meeting
1. The 14 April 1977 OTR Staff Meeting convened at
1400 hours and adjourned at 1450 hours.
2. The DTR discussed the HAC Staff report on Agency
training. He noted that OTR came out fairly well, although
not completely in the clear. He commended the DDTR for
writing the report--much of the text had been taken verbatim
from material supplied by OTR--but not for the organization
of the report. The DDTR stated that OTR had objected to
five main points in the report, on all of which we had a
good case. He enumerated the key points of the report: OTR
should continually evaluate its training; large-scale programs
are initiated in response to perceived but unidentified
problems; we should reevaluate external training, especially
the management and. executive development programs; and the
network of part-time component training officers could stand
some tightening up. The DTR expressed surprise that the
report had not come down harder on the expense of Agency
training programs. He closed by stating that we must now
consider the recommendations and how to handle them.
3. The members reviewed the pending actions list.
The DTR reported on significant items from the DDA morning
meeting. The members reported on the day's events.
