iText) Bonn--On 22 May the Foreign Ministry reje oviet press reports about
the alleged export of military goods from the Federal Republic to the Chinese
People's Republic. These Soviet accusations have been noted for some time, and
they have not gained credibility through frequent repetition.
It is pointed out that the export of weapons or strategic goods is on.a special
embargo list. It is further stressed that no working contracts exist for alleged
German weapon experts to construct medium-range rockets in the Chinese People's Republic.
DEVELOPMENTS IN VORONTSOV SPY CASE CITED

[Text] Bonn/Cologne--The Soviet Embassy in the Federal Republic today rejected press
reports according to which Ambassador Tsarpkin had started criminal proceedings against
the Cologne police in connection with the death of embassy counsellor Vorontsov. At
the same time the Cologne prosecutors office confirmed that no statement of criminal
proceedings by Tsarapkin had been received by it or the head of police.
After the dath of Vorontsov in a car accident on 25 February, charges of espionage
had been made against him. A spokesman of the Soviet Embassy today described as
"lies" reports that Tsarapkin had accused the German police of murder by arguing
that Vorontsov would have had a chance to survive if, despite the fact that death
had been established, the doctor had immediately sent him to a hospital. The Federal
Government, the spokesman said, had placed at the disposal of the embassy all
available results of the investigation.
The prosecutors office in Cologne has stated that investigations had "not yielded
any adequate indication of a punishable behavior of the Cologne police or other
persons active after the accident." Hence, there was no need for opening official
investigations.
DANELIUS TO HEAD SED DELEGATION TO MOSCOW

conference of communist and workers parties in Moscow on 5 June. According to today's
DIE WAHRHEIT, it is to be led by party chairman Gerhard Danelius. It will also
include members of the Secretariat of the party executive Burno Kuster and Emil Redmann.

KEKKONEN DISCUSSES MEETING WITH KOSYGIN

Next] Helsinki, May 23, TASS--President Urho K. Kekkonen of Finland said that a
major and useful exchange of opinion on all topical problems had been held between
Aleksey Kosygin and him during their meeting in Leningrad. He was speaking over
the Finnish television yesterday.
Replying to questions asked by Finnish correspondents who had been present during
his speech, Kekkonen said that Finland was going to continue the policy of
neutrality, which spelt, above all, the maintenance of ?good relations with the
Soviet Union and all-round development of trade with it.

When asked how the security of Northern Europe could be guaranteed, Kekkonen
replied that this problem was most closely linked with the strengthening of
European security, as a whole. "A general European conference on security problems,"'
he emphasized, "could also facilitate a solution to the problem of the security
of Northern Europe."

of Finland has taken decision on the participation in the international consultation
of communist and workers parties in Moscow. The Communist Party of Finland will
be represented by Chairman Aarne Saarinen and Politburo members liCrtKuuS'inen
and Ville Pessi. It was also decided that Hertta Kuusinen takes part also in the
preparatory meeting for the consultation.
The recently held congress of the Communist Party of Finland concluded that the
Communist Party of Finland urges for unity and cooperation in the international
workers movement on the principles of independence, respect and non-interference

TOLSTIKOV-LED CPSU DELEGATION ARRIVES IN OSLO
