In accordance with page C-5of the standard Sourceline Manual, thls bureau
has used sourcelines for certain Dominican epublic broadcasts, which rare at
variance with those given in the Dominican schedules issued with Revision -
No. 36, We have used the sourceline "Santo Domingo Onda Musical in Spanish"
when that station broadcasts by itself, and "Santo Domingo Onda Musical Network
in Spanish" and "Santo Domingo Cadena Quisqueyana in Spanish" when the station
broadcasts specific casts in network with amt outlying stations. The Dominican
_schedules issued with Revision No. 36, however, do not provide separate source-
lines for the two programs when the station operates in network. They appear
to imply further that network broadcasts picked up on relay stations take the
sourceline of the relay station. We would appreciate clarification, in particular
whether a revision of the standard Sourceline Manual is involved here, which
applies to like situations elsewhere. hegards,

' Thanks for bringing this to our attention. I have reviewed the basic
sourceline policy on this, and find no reason to depart from it. The fault
in this case was MOS failure to indicate that hetwork sourcelines also exist
in certain cases. I am instructing MOS to rectify in future revisions.
The main reason for this policy is to attribute all broadcasts to their
point of origin. If a station in Puerto Plata, for example, is relaying
Santo Domingo, it would be inaccurate and misleading to identify the publidbd
substance as originating with the Puerto Plata radio, and the fact that it
was relayed by a station in Puerto Plata is rarely of significance. On the
other hand, if we are tuned to the key station in Santa Domingo and fail to
note that it is in network, this is not serious, for we are still attributing
it to the correct point of origin. So long as the mode of operation is evident,
that is-in network or out of network, we would like the sourceline to reflect
? it; but we are not concerned with hair-splitting over this if we are tuned to
the key station of the network. Our greatest concern is when we are monitoring
from other than the key station.
