5. Wednesday, 10 August 1966
(Lutz) Mrs. Dougall, saying she was from the Asian and Cbcammist Affairs Office at
State, called on 10. August and said that someone had told her to call 140S on a problem
of how to tell the., mode of transmission of certain FBIS copy. She had the idea that

quite unhappy. Seems she has been doing some sort of abstracting work with FBIS material
and has been misinterpreting the sourcelines. Said she was very unhappy now that she
has found she is wrong in some of the items she has processed. The particular item she
called about yesterday was a wire item of TANIUG. Since all the murceline is in
uppercase on teletype copy, she was not sure whether it was voice or press. Also, "there
are others in this office who are most of the time unsure as to the type of taansaispion
the item has been culled out of and used in FBIS books." Said: ?MB remains confused
most of the time as to the transmission mode and tells us to call FBIS to clarify certain
items, and it just takes everybody's time. Couldn't you put a ?V" or a "P" for voice
and press items in the s)urceline so we could tell bow it was broadcast?" Informed me
that the parameters of dissemination van "very important where Chinese materials were
concerned." I told her I would pass her plaintive plea along to others in FBIS.
