Re: Official Government Broadcasts
When a country does not have a "true home service" owned and operated by
the go*SrAment concerned but uses the facilities of private commercial stations
to disseminate propaganda, FBIS has provided for the handling of this material
in the subslug. The FBIS Editorial Handbook on page A5 states "The introduction,
sometimes referred to as a "subslug" may also consist of a short editorial note
explaining the limited processing of the item, describing the nature of the
broadcast etc."

In the case of special programs which are regular features/over commercial

most appropriate place to include such information. In the case of Haiti, Brazil,
and Chile, such broadcasts currently exist. Example:
Port-au-Prince, Radio Commerce in French to Haiti
(aaitian Government Program: La Voix de la Republique d'Haiti)

Home services are broadcasts having all the following characteristics:
they are controlled by iennational government and are operated by
the chief broadcasting component of that government;
IS: they originate ordinarily in the main broadcasting city, usually
but not always, the capital (exceptions: Hilversum, Montreal,
Johannesburg, Melbourne);
d; they are intended for reception throughout the country (country
is used in a loose sense here -. it may refer to an advanced colony)
they are broadcast in the language or languages of the major ethnic
group or groups in the country.
