1.. The T'oreign Documents Branch, Office of Operations, in addition

2. Translation requests vrill bo honored in the follotiaing order of
.priority: .
a. 'T`ranslation of intel~.igence material crhich is in the
intorests of na.tirnal security and. requested by CIA
offices.
b, Translation of intellic;enco material ~rhich is in the
interests of national sec~.zrity requested by depart-
. mental intelligence agencies.
c. Translation of ir..telli~ence naterial required by
departmental intelligence agencies for their intelli--
genee needs.
d. Translation of other material for intelligence pur-
' poses for; departmental intelligence agencies.
3. All requests from d?par tmental intelligence agencies i~rill be
transmitted trirough noriral channels. to the Office of Colleoti?on and Dis-
semination. CCD trill determine the priority to be given the request in
accordance faith 2 above aftercoordination tirith Foreign Documents Branch.
OCD tiryi1.1 then advise: the requester of the priority and the approximate
date of fulfillment t

special OSO requirements, mill be transmitted to the Foreign Documents
branch through GCD in the s~~me manner as 3 above.
5. Tho translations, other, than special OSO translations, ~~rill be
distributed i?rom the Foreign Documents Branch to the Office of Collection
and Dissemination for dissemination to the requester and. for any addi-
tionzl dissemination determined by OCD.
6. tJhere special arrangements are necessary to insure the security
of OS0 operoaions and sources of information, the OS0 requirements for
Foreign Documents Branch translation service ~ril1 be carried out under
special conditions as folloyrs:

1. `.die Foreign Documents Branch, Gffice of Operations, in addition to
its currently established functions, is authorizes; to establish a central.
translation service for CIA.
2. Translation requests tvi11 be honored in the follov~ing order of
priority:
a. Translation of intelligence material which is in the
interests of na';ianal security and requested by CIA
offices.
b. Translation of intelligence material which is in the
interests of national security requested by depart-
mental intelligence agencies.
c. Translation of intelligence material required by
departmental intelligence agencies for their intelli-
gence needs.
d. Translation?of other material for intelligence pur-
poses for departmental intelligence agencies.
3. A11 requests from departmental intelligence agencies ~~ill be trans-
mitted through normal channels to the Office of Collection and Dissemination.
OCD wil]. determine the priority to be given the request in accordance with 2
above after coordination with ,Foreign Documents Branch. OCD wil]. then advise
the requester of the priority and the approximate, date of fulfillment.

g. The Foreign Documents Branch gill coordinate tvi'th the lxecutive for
Administi^atian and PDar_agemont in. the development of a table of organization for
the central translation service.

a. First consideration shall be deadlines and
degrees of urgency stated by requesters.
~. Other considerations being equal, priority
sha7.1 be given to translations in proportion to the
anticipate~a value of the intelligence material which

consulted as to the relative importance of projects
from the standpoint of overall intelligence value.
c. A requesting agency will r~ called on to re-
solve conflicts in priority among its own requests.
d. In close cases, a request from a CIA office
should ordinarily be given higher priority than a request
from an o~itside agency.
e. Cases involving an ,important dec3,sion ag~;inst
an agency will be coordinated with the Directoris office."

1. The proposed draft has been examined and comment as

a. The importance of paragraphs 2 and 3 is reversed as
listed. .The .following interchange and rewrite is recommended
as more appropriate and complete for paragraphs 2, 3 and !~.

by IAC and CIA offices, other thanspacial 050 requirements,
will be transmitted through normal channols to OCD. For each
proper request, OCD will establish the requirement and deter-
mine its priority in accordance with par. 3 below, coordinating
as appropriate vrith the Foreign Documents Branch. The requester
will be advised by OCD,as appropriate, of pertinent details of
action being taken.

1, ,The Foreign Documents Branch, Office of Operations, in addition
to its currently established functions, is authorized to establish a cen-
