Preparatory Commission for the International Refugee Organization,
United States Zone
Date Visited: 3 September 1948
GENERAL
1. A representative of the commission was visited to make arrange-
ments for Foreign Documents Branch to receive regularly all Displaced
Persons publications in the U.S. zone. We were told that it would be
necessary to go to Bad Kessingen, Germany to affect these arrangements.
As we did not have time to go there, we found on further inquiry that
Civil Affairs Division (CAD) in Washington, U. C. could authorize this
request.
2. Upon the return of this party from Lurope, CAD was contacted
regarding these publications. A cable was sent by CAD, DA to Head-
quarters, EUCOM on 9 October 1948 requesting that all Displaced Persons
publications published in the U.S. zone and, if possible, in the British
and French zones be sent directly to FDB, CIA on a continuing basis.
An answer to this cable was received on 13 October 1948 stating that
action had been taken (see Appendix 1).

have been approached to obtain displaced persons publications
published in their occupied area. You will be advised when
arrangements have been completed.
