1. Attached was received direct by itDB, forwarded informally by
them to ICAPS (Mr. Childs), passed by ICAPS to OSI (Dr. Machle) and re-
turned to FDB. Believe Mr. Kirkpatrick, Mr. Bagnall and Dr. Machle also
discussed it. Mr. Childs suggests that Mr. Bagnall and a representative
of OK attend the proposed meeting on 10 February* as CIA observers only
and that they be authorized to state that CIA does It-translations for in-
telligence purposes only". Note that non-IAC agencies, such as Commerce,
will probably be represented.
2. Conversation with Mr. Bagnall indicates that he is amenable to
taking an inactive part in the discussions, but I am apprehensive about
the following aspects of the problem:
(a) CIA/FDB is mentioned as producing (technical) abstracts,
bibliographies etc. in enclosure to attached memo, and also as re-
cipient of translations or listings made by certain other agencies,
such as RDB. It will be difficult for Mr. Bagnall, in view of FDBts
known activity in scientific and technical field, to say nothing -
concerning the extracting and translation work of the agency.
(b) Proposals for, central locator file and coordination of the
technical translation effort of various agencies, if implemented,
will duplicate what FDB is doing for the IAC agencies.
(c) OSI representative may not maintain a common CIA front
with FDB. The recent CDts requesting information on all USSR trans-
lating services (government and commercial) indicate interest of OSI
in all possible solutions to problem. We sent OSI a long description
of FDBIs scientific and technical activities on 4 February, in which
Mt. Bagnall first indicated that he could perform 'tau exploitation"
desired by OSI. This phrase changed, with Mr. Bagnallts consent, to
"any type of exploitationul in order to protect us from requests to
traniriTe" large numbers of scientific books.
