investigation of targets, and a Gard file compiled by the Dootament Cater
on vented UVER domments. This oard file is based primarily an Fre Opectial
Report No. 2. A few documonts of immediato interest to !DO ogre extracted
and hand carried to ODE by Lt. Jarvinen.
Documents soncerning USSR, tabling those of special
interest to SDP, are sent to PDS only after being lent to Military MUM..
ponce ferviee Conter far exploitation.
V. Personal ?ammonia and observations
A. It is obvious that throughout the European Theatre and in Inglind,
dosument *motions arc ware of the important,* of doounents pertaining to
the USSR and further aware of the foot that they -are extensively exploit**
by Special Dooument teatime primarily as a result of Major Bartel's visit
to Europe in tho summer of 1946. All sections are aware of the foot that
those documents are to receive spatial and expedilous handling, with their
eventual repository in Epocial Document Section. Hanover, do-Quante of
importanee to RD! do not arrive at SDI. The dominants apparently are sent
but PDS hos soon vary few documents whioh have been received from Europe.
The primary object in visiting tho various doounat sections in Europe
was to brief the sections on current document requirements of War Department
and to insure special handling of 48R documents intended for IDS, mherOby
such doeuments would not be included in shipments of secendary or minor
importanoe for intelligones purposes and whereby the address would tamequive-
ally show that particular shipment was earmarked for 8D8.
B. It is felt that most dootmont ~tiaras could work mare efficiently
for War Department purposes if they were kept up to date on work being done
or projected by BEG. SDI publications apparently de not roach the sections
which could best wipedite shipment of documents to the War Departmeot.
This is particularly true in reform's* to EMIS Epecial Reports.
Outstanding in their efforts to focilitate document exploitation
in the War Department arei Captain Binick in Dominant Control Nation,
Hq. =COM tar his extensive knowledge of all aspects of dominant oollectina
in the Wurepan theatre and his unremitting efforts and interest in the
natter of providing the War Department with doommontss Mt. Somers.

requirement'. As the situation now stands Military Intelligence Service
