Declassified and Approved For Release @50-Yr 2013/11/20: CIA-RDP81-00706R000100090004-8 8 November 1966 Agreement for Cooperative Operation of Technical Translations Based on the 2 November 1966 proposal of the Clearinghouse for Scientific and Technical Information to CIA the following conditions are submitted for mutual agreement of both parties to implement the merger of Technical Translations (TT) and Consolidated Translation Service (CTS)operations. 1. Management and supervision of the operation, to be known as "Technical Translations," (TT), will be solely the responsibility of JPRS (CIA). 2. The "Consolidated Translation Survey" (CTS) identification (as an unclassified operation/publication) will be discontinued and CIA will not be identified with the merged activity. To accent this CIA will announce in its final issuance of the CTS (unclassified FOUO) its discontinuance of the service "in the interest of avoiding duplica- tion and achieving economy." 3. The Clearinghouse will provide and administer seven positions and personnel in grades GS-12 (one), GS-07 (two), GS-OS (two). and GS-04 (two). JPRS will provide, beside management and supervision, such additional clerical help as may be required including contractual preparation of file cards. S. The cabinets and card files for the TT indexes of authors and sources will be moved to the JPRS location by the Clearinghouse and constitute the initial working core for the merged operation. CIA contributions will there after be maintained on a current schedule and input from the existing CTS index will be forwarded as quickly as review and selection permit. 6. A hard copy of all translations received by the Clearinghouse for sale will be forwarded to TT/JPRS for indexing with the Clearing- house "TT Number" applied for identification and will be so listed in the current TT journal. All translation listings received by the Clearinghouse will be forwarded to TT for inclusion in the Index and published listings. CIA will similarly contribute via hard copy and listings. 7. The "TT" journal will be prepared by JPRS/TT for semimonthly publication to meet specific deadlines. The Clearinghouse will provide for printing and dissemination within two weeks of the camera-ready copy received from JPRS. Cost of printing and dissemination will be born by the Clearinghouse. JPRS will not participate in any profits accruing from sale of the journal. CIA will receive free a token number (ISO) copies to fill its immediate needs and will be privileged to over-ride at cost for any additional copies required. Reference service for all request for information concerning availability of translations will be serviced promptly and when involv- ing an order for purchase will be forwarded with identification for Clearinghouse sales procedure. 9. The TT operation will be reviewed every six months at which time operational details may be revised, modified, or discontinued by mutual agreement of Clearinghouse and CIA. 10* If for any reason in the future it becomes necessary for oither Clearinghouse or CIA to abrogate this agreement, the TT Index will remain immediately available to CIA either in fact or via re- production of its holdings. 11.
