Attached herewith is a proposed letter following
up General Bissell's conversation with Admiral
Schuirpann. It should be noted that the Navy is being
asked .Lor only 25 Japanese language specialists of
which 17 would in the normal course be requested as
their contribution for the exploitation of documents
pertaining to Japanese aviation. This would leave but
8 for the exploitation of docilments pertaining to the
floating Navy and general subjects. This is a relatively
small number but it is felt best to first obtain the full
cooperation of the Navy in principle and later adjust
the strength, based on the results obtained from the
exploitation of the documents.
