I think we should discuss the perennial problem of getting
support aspects recognized in the decision-making process. For
example, the DCI recently approved the establishment of a CIA
25X1A . The memorandum recommending this approval
was not staffed out by this Directorate. The decision to go ahead
will cost us one (or two) OC positions and roughly $200,000 worth
of equipment - none of which is in our FY-1974 or FY-1975 program.
