SUBJECT: Telephone Conversation with Mr. Clark Clifford
re CIA Guest Speaker Invitation
1. Mr. Clark Clifford called me on 1 September 1978. He accepted
our invitation to speak on 10 October. I agreed to have a car pick him
up at his office at 2:10 p.m. Please put a security man in the car to
go up into the office at 2:00 p.m., and be available to escort him to
the car and bring him out to the Agency. He will meet with me at my
office between then and the talk at 3:00 p.m.
2. He is going to call me a week ahead of time to talk about
what he is going to say and to ask for my suggestions.
a. Basically he thinks he wants to talk about the
beginning of the CIA, his own experience with President
Truman, and why President Truman insisted on having a
CIA.--Basically this was because Truman felt that if
we'd had just a central intelligence-gathering place
we would have avoided Pearl Harbor.
b. ' He will -then talk about how the organization
grew and where it should be going.
3. 1 would like to review my letter to him about a week ahead
of time so that I am ready to talk.
4. Frank, Herb and George: What are your suggestions as to
