SUBJECT : Information on 1978 Graduate Studies Program
1. Per your request attached is a list of the 1978 Graduate
Fellows, formerly known as Summer Interns. The Program will in-
clude seventy participants from forty-seven colleges and univer-
sities. International relations, law, engineering, psychology,
economics, and medicine are among the disciplines being pursued by
the participants. The Office of Research and Development and the
Public Affairs Office are participating in the Program for the
first time.
2. The Graduate Studies Program began in 1966 with initial
focus on Chinese area and language studies. The Program provides
students the opportunity to do substantive research in their field
of academic concentration. A majority of those selected have com-
pleted one or more years of graduate study, and all students selected
must be comitted to attend graduate school the fall following com-
pletion of the internship.
3. Over the years, the Graduate Studies Program has proved
mutually beneficial from both a short and long range point of view.
Graduate Fellows have an opportunity to participate in the substantive
work of the Agency and to become acquainted with professional foreign
analysts. The results of the research projects are most often of
high quality. Some are published and disseminated throughout the in-
telligence community. At the same time, the Agency is able to assess
the analytical ability and potential of the Graduate Fellows for per-
manent positions.

4. During their employment, Graduate Fellows have weekly briefing
sessions with senior officials who acquaint them in detail with the work
of the Agency. Since Graduate Fellows have special clearances, briefing
officials are candid in describing the activities, duties, and responsi-
bilities of their components. This same frankness prevails in their
responses to questions from the Graduate Fellows that follow each pres-
entation. Overall reaction to the briefings and assignments has been
consistently favorable.
5. The seventy participants were selected from over 700 official
applicants.

1. We would be honored to have you brief our Graduate
Fellows this year as you have done in the past. This is the
12th running of the Program, and approximately seventy-five
students will be participating.
2. We have tentatively scheduled your briefing on
Thursday, 22 June at 9:00 a.m. in Room GA-13.
3. A cocktail party is scheduled for the Graduate
Fellows on Friday, 23 June at 5:30 p.m. in the Executive
Dining Room. We would be pleased if you could attend.
4. If 22 June is not convenient for you, we would be
happy to arrange an alternate date during the week of 19 June.

GRADUATE STUDIES PROGRAM
FACT SHEET
The Graduate Studies Program, formerly known as the
Summer Intern Program, began in 1966 with::in.lltial:-.focus on
Chinese area and language studies. Gradually, it has been
expanded to include other geographical areas and academic
fields such as economics, engineering, geography, law, and
psychology. The majority of those selected for this program
have completed one or more years of graduate study; th'e'y
must be committed to attend graduate school the fall fol
lowing completion of the internship.
The Graduate Studies Program has proved mutually bene-
ficial. Students have an opportunity to apply tl-.^:ir academic
skills to the substantive work of the Agency, and at the
same time, become acquainted with, professional foreign in-
telligence analysts. The Agency benefits from the high quality
of the student's research projects. Many are published and
distributed throughout the Intelligence Community. In this
manner, the Agency is able to assess the analytical ability
and" potential ' of the students. The Students also have weekly
orientation sessions with senior officials who acquaint them
in detail with the work of the Agency. Since students meet
the same employment standards as regular employees, briefing
officials are candid in describing the activities, duties,
and responsibilities of their components. This same frankness
prevails in their responses to questions from the students
that follow each presentation.
Positive reaction to the assignments and briefings has
been consistently high over the years. As a result, competi-
tion for acceptance into the program is very keen. Over a
ten year period, the number of positions has increased sig
nificantly. At the same time, the number of inquiries re-
ceived each year has increased at a greater rate

SUBJECT Reception for Graduate Fellows
1. Action Requested: That you approve a disbursement
of $600 from the Central Employees Activities Fund.
2. Basic Data or Background:
a. For the past six years we have had a reception
for the graduate fellows. Theee receptions permit the grad-
uate fellows to meet each other as well as senior Agency
officials on an informal basis. Both graduate fellows and
Agency officials have commented favorably on the get-acquainted
cocktail parties.
b. Last year the sum of $500 was approved to cover
the cost of the reception for 65 graduate fellows and 18
senior officials.
3. Recommendations: It is recommended that the sum of
$600 be apprbved to cover all costs of this year's reception
for approximately 80 graduate fellows and 20 senior officials.
