MEMORANDUM FOR THE RECORD
SUBJECT: Civil Service Reform Legislation (S. 2640;
H.R. 11280)
1. The undersigned, accompanied byl STATINTL
of the OGC, spent the afternoon and evening ot October
reviewing the available portions of the House-Senate
Draft Conference Report on the Civil Service Reform
legislation.
2. Although the entire report was not, as of this
writing, available for review, those portions reviewed
(Merit Principles, Senior Executive Service, Prohibited
Personnel Practices, Hatch Act Violations, Management-Labor
Relations Authority amongst others) contain all of the
CIA-NSA exemptory language. Of specific note is the fact
that the Foreign Service-.exemption from the Senior Executive
Service which CIA had favored is to be included in the final
Act.
3. As the final Conference session occurs at 10:00 a.m.
on 3 October, this office should be able to review the final
bill and report in toto shortly thereafter. It is antici-
pated that the 3 October session will be pro forma in nature,
being little more than a rubber stamp for those amendments
hammered out by the respective Senate and House Conference
staffers.
4. Notwithstanding an unforeseen calamity, the Civil
Service Reform will be passed by both House of Congress
sometime prior to the planned 14 October recess and will
predictably be signed by the President into law prior to the
November e ections
