SUBJECT Frank Snepp's Speech on the "Abuse of
Psychiatry in Intelligence Agencies" at
the American Psychiatric Association
Meeting
1. The injunction issued by the United States District
Court in United States v. Snepp pertains only to "manuscripts
or other writings" prepared by Snepp "concerning CIA, its
activities, intelligence activities generally or intelli-
gence sources and methods gained during the course of or as
a result of employment with the CIA" (emphasis supplied).
Thus, the injunction would not apply to a speech made by
Snepp.

PSYCHIATRY: USE AND ABUSE
Psychiatry has now come of age to a degree hardly
dreamed of as'recently as thirty years ago. As it has
grown into a formidable tool for both understanding and
correcting a staggering range of human Ills, Its very
potency has raised the danger of its possible misuse.
We cannot responsibly address one aspect without tak-
ing the other into full account
In that spirit, the Program Committee for this Biennial
Meeting. has assembled many of the best minds in the
field to summarize .the growth of psychiatry as it con-
fronts the major mental illnesses, psychiatry's reemer-
gence as a major medical specialty, and the specific
ethical issues raised on psychiatry's many fronts.
I am extremely grateful to the members of the Pro-
gram Committee for the imagination and diligence with
which they have developed these ideas, and to the
.,participants in the program for offering their special
knowledge in the various topics to be discussed.
