As it has grown into a formidable tool for both understanding and correcting a staggering range of human Ills, Its very potency has raised the danger of its possible misuse. We cannot responsibly address one aspect without tak- ing the other into full account In that spirit, the Program Committee for this Biennial Meeting. has assembled many of the best minds in the field to summarize .the growth of psychiatry as it con- fronts the major mental illnesses, psychiatry's reemer- gence as a major medical specialty, and the specific ethical issues raised on psychiatry's many fronts. I am extremely grateful to the members of the Pro- gram Committee for the imagination and diligence with which they have developed these ideas, and to the .,participants in the program for offering their special knowledge in the various topics to be discussed.
