NEWLY IDENTIFIED MISSILE FUEL STORAGE FACILITIES, USSR (S)
I. (S/D) Imagery analysis of fuels depots in the Soviet Union has revealed facilities that contain
liquid missile fuels. These facilities and the 32 previously identified missile fuel storage facilities' (Figure I
and Table 1) are in front/central fuels depots throughout the USSR. Front/central depots are in both the
interior military districts (Moscow, Kiev, Volga, Ural, and North Caucasus) and the border military
districts and groups of forces. They are under the control of the Ministry of Defense and operated by units
of the Fuels Supply Service (SS(3).' Front/central depots contain various types of fuels (missile,* aviation,
vehicular/ special) and lubricants (oils and greases) ahd frequently contain tactical pipeline sections. They
are positioned on internal routes within the Soviet Union, Warsaw Pact countries, and Mongolia and are
frequently allocated to support a specific military district (potential front), fleet, air force formation, or
army. Detached depots, referred to as class II, are subordinate to front/central depots and are positioned
to support special divisions in critical and usually remote areas.''
2. (S/D) Illustrative of these depots is Moshkovo Petroleum Products Storage Facility Reserve
(Figure 2). This front/central depot is the only missile fuel storage facility that has been identified in the
Siberian Military District. It also contains the largest reserves (60 cars) of missile fuel railcars identified in
the USSR. A POL motor transport regiment that is one of five such units identified in the Soviet Union**
is also at this installation. Equipment for a possible tactical pipeline construction battalion is in the vehicle
storage area. The presence of this battalion cannot be confirmed, however, because no tactical pipeline
storage has been observed in the area.

missiles. They consist of oxidizers/propellants. z
