attached memorandum because of its policy-
planning implications. In essence, our
calculations indicate that because of a surge
in manpower resources, Cuba's capabilities for
expanding the country's armed forces and foreign
assistance programs will be increased signif-
icantly well into the 1980s. We would appreciat
