Minister Semenov opened this first meeting of SALT Tv=o by
welcarning Ambassador Smith and the members of the U. S,
Delegation to the Soviet Mission, He noted that we were
embarking on a new stage of SALT in accordance with agreements
reached by oux respective heads of government. He then gave
the floor to Ambassador Smith.

Ambassador Smith_ said that before making his prepared
statement he wished to read a letter lie had received from
President Nixon. Iie advised that the letter would be released
to the press in Washington at 1700 hours today.
Ambassador Smith xead President Nixon's letter and his o~
prepared statement.
Minister Semenov stated that he followed with great
interest both the letter from 1-'resident Nixon and Ambassador
Sn~.ith's statement. The USSR Delegation would give the
statement the attention it deserved. Before launching into
his prepared statement, Minister ,Semenov expressed the hope
that our common effort would be fruitful and that the results
of SALT Two would meet thehopes of the peoples of the United
States, the Soviet Union and all freedom-loving nations of the
wa xld.
Minister Semenov delivered his prepared statement.
.Ambassador Smith noted that the U, S. Delegation would give
the Soviet statement careful study. He had no further comment.
Ministex Semenov asked about the next meeting. He proposed
a Plenary at the U.S. Mission at 1100 hours on 24 Novexriber.
Arnbassador.Smith accepted this proposal.
