SUBJECT The SALT Agreements and OSR Reporting
1. Attached are the excerpts from the various
SALT documents that appear in the Intelligence
Baseline Report of the USIB Steering Group on Monitor-
ing Strategic Arms Limitations.
2. It is important that OSR analysts keep these
excerpts in mind as they prepare items for publication,
whether in the CIB, the SRMR, or elsewhere. All OSR
analysis and reporting on SALT-related subjects should
take into account the possible impact on the various
provisions, interpretation, and unilateral statements
given here. Explicit reference to the SALT agreements
will not be needed every time. In no case, however,
should we let an intelligence item that does bear on
the SALT agreements go to press without giving thought
to the SALT-related aspect and to whether it should
be specifically. addressed in the item.
