The Customs of the Port are to be applied in
the absence of Charter Parties or in case no
mention in Charter Parties and Bills of Lading
is made of questions regulated by the Customs.
Customs of the Port are also to be applied when
Charter Parties and Bills of Lading specially
refer to them.
1. Navigation shall be considered ?open"
or ?closed" from the day officially declared
by the Archangel Port Authorities.
2. Provided their draft permits, all vessels
for loading or discharging operations, are bound
to berth at the place assigned to them by the
Port Authorities. The due receipt of the Port
Authorities' permission to occupy a berth neces-
sary for loading or discharging operations mast
be obtained by the Charterers, Receivers or
Shippers of the cargo.

Any subsequent shifting to be for cargo's
account.
With regard, however, to timber cargoes, up
to 1000 standards, 3 haulings and shiftings of
vessels up to 10th) stds. capacity are to be for
vessel's account; on vessels over 1000 stds.
Charterers are entitled to four haulings or
shiftings for vessel's account.
4. The Master, either personally or through
his agent, is bound to give a written notice to
the Receivers or to the Shippers of the cargo
of his vessel's readiness to receive or to deliver
her cargo.
A preliminary advice of vessel's expected
arrival must in all cases precede the notice of
readiness at least 10 days for timber cargoes
and three days for all other cargoes.
5. The Master is not bound to give notice
of readiness when arriving with a cargo .for
orders".

6. N~ntice of readiness t-) be handed In during
official hours at the Port.
7. A notice of readiness is considered duly
handed in, only if It is given at the time when
the vessel is actually in all respects ready to
receive or to deliver cargo and when she is at
the place assigned to her for loading or deli-
vering her cargo.
8. When chartered for spot loading the Master
is not relieved of his obligation to give notice
of readiness as provided in clause 4, par. 1 and
clauses 6 and 7.
9. When chartered for a timber cargo, lay
days commence to count 24 hours after notice
of readiness is given.
In the case of general cargoes and cargoes in
bulk, lay days commence to count from I P. M.,
if notice of readiness is given before noon. If no-
tice is given after. noon, but not later than 6
P. M., lay days commence to count from the
morning of the next day, Sundays, holidays and
local days of rest excepted.

A normal working hatch to have an of,enin
of not less than 16 feet by 24 feet. When the
length (or width) of a hatch Is less, but not les-
than 12X18 feet,-the usual rates for loading
to be reduced by 25 per cent. Should the size of
a hatch be still less, but not less than l OX 15
feet, the usual rates for loading to be reduced
by 50 per cent.
If, however, the size of a hatch having a length
of not less. than 24 feet or 18 feet, respectively,
is 2 feet less in width, same is not taken into
consideration. Hatches of a size less than 1OX 15
feet are not considered working hatches, and
are not taken Into account when loading.
The above rates are fixed for an ordinary
working day for each hatch fitted with at least
one winch of a lifting capacity of not less than
2 tom.
Rates for loading and discharging for hatches
fitted with winches of a lifts g capacity less than
2 toils? to be agreed to between Shippers or Re-
ceIvers of the cargo and the Master of the vessel.
The usual rates for loading timber cargoes
are reduced when loading a vessel of:

14. Shipping documents to be made out within
not more than 24 consecutive hours from the
time work is finished. Same also to apply to
cases when vessel is on demurrage.
15. Non-working days not to count as time
for loading or discharging.
16. Non-working days are - Sundays, holi-
days and local days of rest. Holidays and local
days of rest are days fixed as such by the
State and Local Authorities.
17. Days preceding a non-working day, Satur-
days and days preceding holidays and local
days of rest when computing loading or discharg-

18. During rain, snow, bad and stormy weather,
Masters are not entitled to require loading or
discharging. In the case of timber and other
cargoes susceptible of damp, Masters are also
not entitled to require loading or discharging
during 3 hours following rain or snow. Such in-
terruptions not to be reckoned as time for
loading, even if work on other vessels lying
near 1s carried on.

the holds as well as stowage to be done by thc
vessel and at vessel's expense.
When discharging, the Receivers to receive
the cargo from vessel's tackle alongside, the
cargo being lifted from the holds by the vessel
and at vessel's expense.
22. When loading timber, the Shipper's re-
sponsibility to cease when cargo in auxiliary
craft is placed alongside the vessel and clean
receipts are delivered by the Master. The Master
is then considered to be responsible for the cargo.
If the Master commences loading prior to deli-
vering receipts, by doing so he likewise takes
upon himself the responsib'lity for the cargo.
23. Separation work to be done by the vessel
at vessel's expense. Separation material to be
supplied by the Shippers and at their expense,
the vessel being bound to de liver use in accord-
ance with Slipper's Instructions at Port of
Discharge.
When loading timber the Master to provide
the Stevedores with proper stings for slinging
in the lifts: when loading sawn wood, the Ste-
vedores to be also provided by the Muter with

During breaks in loading or discharging of
any cargo the vessel to provide tarpaulins fur
covering the hatches and to supervise the saf(?

Vessel to remove hatch beams as well as to
replace same: hatch covers to be replaced by
Stevedores under Master's supervision.
24. During loading or discharging the vessel
to provide, free of charge, steam, lighting,
winchmen and guymen.
25. Pulpwood, props and roundwood to be
measured either in piles on the spot or in fra-
mes, whichever may prove feasible for despat-
ching loading.
26. Vessel to be responsible for proper
separation and stowage.
27. Fastening of deck cargo to be at vessel's
risk and expense. In case such fastening, with
Master's consent, is carried out by Shippers
(or their agents) and by Shippers' means, the

29. When chartered on a lump sum basis or
for a single voyage, the Master is biund, alter
removing all temporary bulkheads, to place at
Shipper's disposal all space available for cargo
as well as the decks.
If the vessel is chartered for a full and complete
cargo (timber excepted), the Master is bound
to place at Shipper's disposal all space available
for cargo, the upper deck excepted; the Shipper,
however, to have the privillege of using the upper
deck in preference, if Master is agreeable to
provide same in part or whole for cargo.
If chartered for a full and complete cargo of
timber, the Master is bound to place at Shipper's
disposal the upper deck as well.
30. Ascertainment of quantity or the measure-
ment of timber to be done whenever possible,

31. The term ?about" in Charter Parties to
mean the Master's option of loading up to lo
per cent more or less of the quantity stipu-
lated.
When loading timber the Master to have the
option to require loading up to 7','?2 per cent
more or less of the quantity declared.
32. If shore cranes and appliances are used
instead of vessel's loading gear, the cost of same
to be for vessel's account. The cost of landing
stages etc. provided by the Port for loading or
discharging operations likewise to be paid for
by the vessel.
